Recommended motion:
1. That Change Order No. One to the contract with M. Grbavac Construction,
for Installation of Relief Sewer in Circle Road, North of Edgehill Road,
in accordance with Plan No. 7450, be approved authorizing extra work
due to an unknown utility interference, for an increase in the contract
price of $949.01, from $32,520.00 to $33,469.01.
2. That the work be approved and accepted and that final payment in the
amount of $3,388.90 (inclusive of Contract Change rder No.1, .
the amount of $949.01) be authorized at the
expiration of the lien period.

STAFF REPORT
During the excavation of the trench for installation of the sewer main
in Circle Road, the Contractor hit a gas lateral line.
The Gas Company was unaware of the exi stence of the 1 atera1 si nce it
serves a house that does not front on the street. Therefore, this
lateral was not shown on the Plans or marked on the ground.
The Contractor was forced to cease operations and to standby until the
Gas Company personnel repaired the gas leak. It was necessary for the
Contractor to keep hi s crew on the jOb site in order to backfi 11 the
excavation and leave the job site in a safe manner at the end of the
day. The total loss to the Contractor's operati ons was 5 1/2 hours
totaling $949.01 in labor and equipment.
Due to the unusual location of the gas lateral, we believe that the
Contractor cou1 d not have anti ci pated the exi stence of the 1 i ne, and
exercised due care in the performance of his operations. The Standard
Speci fi cati ons states that a Change Order wi 11 be issued for unknown
physical conditions differing from those ordinarily encountered as
inherent in work of the character being performed.
We believe the Contractor's time and material price of $949.01 is
reasonable and justified. The total estimated project cost includes
$5,550.00 in contingencies, which will be used to finance the cost for
this Change Order.
All work was satisfactorily completed as of July 22,1988. The
contract was awarded for the low bid price of $32,520.00. The actual
fi na 1 pri ce is $33,889.01, due to the increase authori zed by Change
Order No. One, and an additional 10 feet of sewer lateral over the
estimated quantity in the bid document.
We recommend that the work be approved and accepted and that final pay-
ment be authorized at the expiration of the lien period, and Contract
Change Order No. One be approved.
