HomeMy WebLinkAbout970 1 RESOLUTION NO. 970 2 A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO CLASSIFYING THE POSITIONS IN CERTAIN DEPARTMENTS. 3 PROVIDING FOR EMPLOYEES, AND FIXING THE COMPENSATIONS FOR SUCH POSITIONS AND FOR SUCH EMPLOYEES: REPEALING RESOLUTIONS NOS. 928, 41938, 941, 942 and 943. 51 BE IT RESOLVED BY THE MAYOR ANE COMMON COUNCIL THAT: 6 I SECTION Or~: The Budget Office shall, in addition to 7 the Budget Officer, consist of the following assistants, clerks and 8 other employees, who, for the purpose of fixing their compensation, 9 shall be classified as follows, to-wit: 13 to the Chief of rolice, who is hereby designated to be the head 14 15 of said Police Department, and such other police officers as are provided for by Ordinance, consist of the following officers and policemen, who shall be classified as follows, to-wit: Three Desk Sergeants Two Sergeants One Relief Sergeant One Patrol Sergeant One Plain Clothes Offioer One Police Instructor and Speoial Investigator Thirty Seven Patrolmen One Polioe Clerk 16 17 18 19 20 21 22 SECTION TWO-A: There is hereby established in the Police 23 Department of this City a Traffic Division, to be under the control 24 of the Traffic Sergeant, who is directly responsible to the Chief 25 of Pallice. 26 SECTION TWO-A-l: Said Traffic Division shall oonsist of 27 said Traffic Sergeant, twelve Motorcycle Offioers, (More or less as 28 required) one Traffio Patrolman and one Clerk, who shall be en- 29 gaged during the greater portion of their time in enforcing the 30 traffic laws and suoh other duties as are incidental thereto. How- 31 ever, it shall still remain the duty of all Police Offioers to di- 32 rect traffic and to make arrests for violations of said traffio 1 , :1 \ j l[ regulations, and that the creation of'this division shall in no way I 2 effect the responsibility of any authorized Police Officer in re- I 3 gard to traffic. 41 I SEOTION TWO-A-2: That said Polioe Traffic Olerk shall 5 receive deposits of bail and shall execute a bond in favor of the 6 IOity of San Bernardino in the penal sum of $1,000.00; that all de- 7 posits of bail so received by said Olerk shall be deposited with 8 the Police Judge on the same day as reoeived by said Olerk, to- 9 gether with a statement of the name of the defendant posting suoh 10 cash bail and the amount of bail so posted, and that said Polioe 11 Traffio Olerk shall then reoeive a reoeipt for said bail from said 13 SEOTION TWO-B: I There is hereby established in the Police' 12 Polioe Judge. 14 Department of this Oity a Deteotive Bureau, to be under the control 15 of a Sergeant of Detectives, who shall be in the competitive olass 16 of the olassified servioe of the Oivil Servioe of the Oity of San 17 Bernardino and direotly responsible to the Ohief of Polioe. 18 SEOTION TWG-B-l: That said Deteotive Bureau shall oon- 19 sist of a Sergeant of Detectives and one Deteotive, whioh Deteotive 20 shall be in the competitive olass of the olassified service of the 21 Oivil Servide of the Oity of San Bernardino. 22 SEOTION TWO-B2: That the appointment of any sergeant and 23 or Offioer of the Polioe Department to the Deteotive Bureau shall 24 not increase or effeot the salary paid said Sergeant or Officer, 25 it being the intention that they shall continue to reoeive their 26 regular salary as heretofore reoeived by them until further aotion 27 of the Oouncil. 28 29 30 31 32 SEOTION TWO-O: The following classifications in the Polioe Department shall be paid as follows: Regular Patrolmen, Relief Patrolmen, Traffio Patrolmen, Speoial Offioers and Plain Olothes Offioers- A salary of $160.00 per month, said salary to be inoreased in the sum of '5.00 per monMb at the end of eaoh six months' continuous servioe until a salary of .lea.GO i. reaOhed, which salary of $198.00 shall thereafter be the salary to be paid said Offioer. i I' ,I If I) II I! 11 2 3 4 I 51 I 611 7 8 9 10 111 12 13 14 15 r- Desk Sergeants - A salary of $215.00 per month. Patrol Sergeants - A salary of $215.00 per month. Motorcycle Officers - A salary of $175.00 per month, based on one year's service as a police Officer, said salary to be increased in the sum of $5.00 per month at the end of each six months' continuous service, until a salary of $210.00 is reached, which salary shall thereafter be the salary to be paid said Officer. Traffic Sergeants - A salary of $225.00 per month. SEOTION TWO-D: That each of the Ufficers as appointed to fill the two positions herein designated as Two Sergeants shall receive a salary of $215.00 per month. SECTION TWO-E: That there is hereby established in the Police Department of this City, and under the control of the Ohief of Police'lJIid directly responsible thereto, a License Division, which License Division shall consist of one License Inspector. That in addition thereto, said Police Ohief has heretofore desig- 16 nated the City Treasurer to act aa License Oollector.~ 17 SECTION TWO-F: That the License Inspector shall receive 18 a salary of $215.00 per month. SECTION TWO-G: That the Police Clerk shall receive a salary of $150.00 per month SECTION TWO-H: That the Clerk in the Traffic Department I shall reoeive a salary of $150.00 per month. SECTION TWO-I: That the Police Instructor a.nd Special Investigator shall receive a salary of $198.00 per month. That the Second Assistant Chief Engineer shall receive 411 a monthly salary of $220.00. 511 That each Captain shall receivea monthly salary of $203.0 611 That the Fire Prevention Engineer shall receive a.monthly 7 salary of $203.00. 8 That the Kaster Mechanio shall receive a monthly salary 9 of $210.00. 10 That each Fireman shall receive a minimum monthly salary 11, of $160.00 per month, said salary to be inoreased in the sum of 12 $5.00 per month at the end of each six months' oontinouous service 13 as a Fireman until a salary of $192.00 is reached, which salary 14 shall thereafter be paid said Firemen. 15 That each Fireman who shall have worked for a period of 16 thirty days as an alarm operator or t ruok driver shall receive $3.00 per month in addition to his regular salary as heretofore established. SECTION FOUR: That the Engineering Department shall, in addition to the Oity Engineer, who is hereby designated to be the head of said Engineering Department, consist of the following as- sistants, draftsmen, rodmen, clerks and other employees, who, for 17 18 19 20 21 22 23 24 the purpose of fixing their compensation, shall be olassified as follows, to-wit: I I One Head Draftsman, who shall reoeive a salary of $315.001 per month. That said Blaoksmith shall receive a salary of .155.00 per month. Mechan~os, who for the purpose of furnishing their duties and compensation shall be classified as follows: Two Mechanios who, shall under direction, layout and plan the work required of a first-class mechanic; to repair, make, fit, to disassemble and alsemble parts of gas engines, diesel engines, pump. and motors; to overhaul and repair power eq1iipment of the City; *0 use and operate machine shOp equipment and tools, 26 27 28 29 30 31 32 1 inoluding welding; and shall keep reoords of work exeouted and 2 shall perform such other duties as may be required of him. Said 3 mechanio shall reoeive a salary of .I'5~OO(per~m~nth. 4 Cement Finisher Helper, who shall, under direotion and 5 supervision, assist a Cement Finisher in ooncrete and oement work 6 'pertaining to the repair and oonstruotion of ourbs and side-walks; 7 to operate portable oonorete miatures, to assist in mixing concrete 8 and oement, and to perform other tasks when required. That said 9 Oement Finisher Helper shall reoeive a salary of $6.40 per day. 10 One Oement Orew Foreman who shall, upon direotion, lay 11 out and plan the operations neosssary to do rough and finished 12 oement work pertaining to the oonstruotion and repairs of streets 13 and sewers; and shall perform the task ordinarily assigned to a 14 Journeyman Oement Finisher; shall direct oement men and laborers, 15 to help in cement work and shall psrform such other ta~ as re- 16 quired. That said Cement Crew Foreman shall reoeive a salary of 17 $7.20 per day. 18 One Painter Foreman who, under direction, shall do work 19 required of a Journeyman Painter; to mix paint, to apply paint 20 where directed, being responsible for the care of paints, brushes 21 and equipment, and shall ksep records of work performed and make 22 a report thereof, and shall perform other duties as required. That 23 said Painter Foreman shall receive a salary of $7.20 per day. 24 One Painter Helper who, under direotion and supervision, 25 shall assist the Foreman Painter in the applioation of paint and 26 the management of traffio when paint is being applied, supplying 27 the painter with tools and equipment as he required, and to gener- 28 ally perform duties as required. That said Painter Helper shall 29 receive a salary of $6.40 per day. 30 31 shall operate motor truok. as assigned, hauling materials, supplies 32 and equipment; and shall operate oil truoks equipped for spraying, Truck Driver, who, under supervision and direction, 1 1 transportation truoks equipped with booms, winohes and shall load, 2 unload or assist in the loading or unloading of truoks operated, 3 and keep records of work performed, and suoh reoords as required of 4 gas, oil, mileage and tires; and shall perform any other work as 511 may be required. 6.lof $6.40 per day. I I That said Truok Drivers shall receive a salary 7 Power Equipment I I Operator who, under direction, shall I motor power equipment (Diesel or gasoline)' 8 operate various types of I 9 used in city work; shall operate sweepers, graders, rollers, main- 10 tainers, traotors, pull type grader, oompressor and jaok hammer, 11, and suoh other equipment as supplied; and make neoessary operating 12 adjustments, lubrioate, and suoh minor repairs as may be neoessary 13 in the field; assist in loading and unloading equipment and per- 141 form such other duties as required. That said Power Equipment 15 16 17 18 19 20 21 Operator shall reoeive a salary of $7.20 per day. Power Equipment Operator who, under direotion, shall operate a dragline or shovel, shall reoeive a salary of .g.OO per day, only when operating EUoh equipment. Patoh Crew Foreman who, under direction, ehallplan and gang assigned to perform and funotion for I I the Street Department, such as patohing, construction or repair I of portions of the street; and shall be responsible for the direct-I supervise the work of a 22 23 ion of men assigned to make repairs onthe work performed, keeping records; and shall perform such other work as may be required. That said Patch Crew Foreman shall receive a salary of $7.20 per ,day. 24 25 26 27 28 29 Patch Crew Helper, who ahall, under direotion and super- vision, assist the Patch Crew Foreman in the patching, constructionl or repair of portions of the street; and to generally perform 30 duties as required. To perform or supervise the work of 25 other employees in maintaining trees, lawns, shrubs, flowers and 26 other facilities, and to instruct other employees in the care of 27 such facilities or plant life as grown, cultivated or installed 28 within the park system, and to keep proper records of the work as 29 instructed; each of whom shall reoeive $150.00 per month. 30 General Foreman, who shall supervise and/or perform 31 under supervision and inst~uctions of the Park Superintnedent, any I I 32 .nd .11 ..int.none. 0' in.t.11.tioo wo,. n.n....'7 in tho ..,nt.nonl. To perform or supervise the work of other employees in maintaining trees, lawns, shrubs, flowers and other facilities, and to instruct other employees in the care of such facilites or plant life as grown and cultivated or installed within the park system, and to keep proper records of the work as instructed; that said General Fore- man shall receive $200.00 per month. 7 8 9 Tree Trimmers, as required, who, under supervision and 10 11 12 instruction, shall trim, prune, remove, transplant or plant trees, shrubs, or other plants within the parks, parkways, streets, alleys \ or other public property within the City, and to devote reasonable study of the proper care of such plants, trees, shrubs, vines, etc. as are grown within the park system, and to .pply such information, 13 14 15 gained through study or instructions, expertly to the pruning or 16 transplanting work as required. Further, to perform such other 17 duties as needed within the Park Department. Said Tree Trimmers 18 shall receive $8.00 for each day of eight hours. 19 Tree Trimmer Helper, as required, who, under supervision 20 and instruotion, shall help trim, prune, remove, transplant or 21 plant trees, shrubs or other plants within the parks, parkways, 22 streets, alleys or other public property within the City, and to 23 devote reasonable stu4Y of the proper care of such plants, trees, 24 shrubs, vines, etc. as are grown within the park system, and to 25 apply such information, gmned through study or instructions, 26 expertly to the pruning of transplanting work as required. Further 27 to perform such other dutiss as needed within the Park Department. 28 Said Tree Trimmer Helper shall receive $6.95 for each day of eight 29 hours. 30 Gardners as required, who ~der direction and supervision 31 shall perform any pa,rk maintenance or installation of work, such 32 as planting,pruning, trimming, watering, preparing of lawns, 1 flower beds, shrub beds or trees within the pe.rks, parkways, drive, 2 or paths under the management of the Park Department, and to clean, I 3 I renovate or paint any facilites within the park system, such as 4 i kitchens, restrooms, drinking fountains, club rooms, bleachers or I 5 other park facilites normally used or that may be insta.lled; and 6 to assist or perform other duties as required. Further, to devote 7 reasonable study and application to the proper care of trees, 8 shrubs, lawns and flowers within the park system to such a degree 9 I as to be thoroughly conversant with the recuirements of all of the I 10 plants, trees and shrubs within the park system. Said Gardners 11 shall receive a salary of $6.40 per each eight hour day. 12 Ii Truck Drivers, as required, who, under supervision and 13 I direction, shall operate motor trucks as assigned, hauling mater- I 14 lials, supplies and equipment; tank trucks equipped for spraying 15 ! and watering; transportation trulllks equipped with booms, winches, 16 I etc., to load or unload or assist in the loading or unloading of 17 II trucks operated, to keep records of work perfoDmed and such 18 I recordds as may be required of gas, oil, mileage and tires; and to I i 19 I perform such other work as may be required. That said Truck I 20 I Drivers shall receive $6.40 for each day of eight hours.- I 21 I One Tractor Operator who, under supervision, shall 22 operate and perform field repairs, greasing, oiling snd cleaning 23 as required upon any power driven tractor operating within the 24 park system, and to perform any work as may be assigned, doing 25 grading, discing, cultivating or other work that such equipment 26 may be capable of; or to do other work as required within the 27 Park Deparmtnet. That said Tractor Operator she.ll redeive $6.95 28 for each day of eight hours. 29 One Power Mower Operator who, under instructions, shall 30 operate and repair, power lawn mowers, all renovating machines and 31 other garden tractors or cultivators as supplied for park mainten- 32 ance and upke~p; and to perform other work as required. That said Power Mower Operators shall re- 3\ oeive a salary of $6.95 for eaoh day of eight hours. 41 One Repairman who, under supervision, shall repair any 511faoilities within the park system, suoh as tables, grills, water 6 lines, play apparatus, bui~gs, grandstanda, bleachers or other 7 park apparatus. To install, make, ulan or assemble suoh faoili ties 8 and to install sprinkler systems, lay up rook walls, oement walks 9 and steps; and to perform other work as recuired. That said 10 Repairman shall reoeive a salary of $7.20 for epoh day of eight 11 houl's. 12 Laborers BS required, who, under supervision and 13 direotion, shall perform ordinary unskilled tasks suoh as loading 14 brush, digging ditohes, hoeing weeds, eto., using piok and shovel 15 or other hand tools; and assisting skilled workmen, or other work 16 as required. That said Laborers shall reoeive a minimum daily 17 salary of $6.~0 per eight hour day. 18 That it is the inte~t that while it is desireable to 19 olassify the various employees in the Park Department, that due 20 to the type and oharaoter of the work of said Department eaoh and 21 all of said employees shall and will work and perform the duties 22 subsoribed to other olassifications or to laborers as required. 23 That the number of employees in anyone classification 25 shall not at any time within eaoh fisoal year, exoeed that whioh is providdd for in the Municipal Budget, without the oonsent of the Mayor and Common Council, except for relief purpose in case illness or injury, or vacation. I , , I I I , ofl I i 24 26 27 28, Eaoh employee shall be paid the rate of pay for the 29 partiOlllar olassification of work performed when suoh work shall 30 be the maj ori ty of hours worked in anyone day. 31 No employee ahall be paid less per day then the rate of 32 his established classifioatimn rating, unless said olassif1aation ~ , . 1 or position is abolished, then said employee shall, subject to the 2 approval of the Civil Service Commission, assume such other clas- 3 slfication as he is eligible and has seniority to hold. 4 All time shall be paid for olassification of work as as- 5 signed by the Park Superintendent or his authorized representative 6land such assignment shall be made from the Civil Servioe eligible I 7 list for the particular olassification of work, when suoh list exis 8 SECTION EIGHT: The following employees of the Perris Hill I 9 Municipal Plunge shall receive the following salaries, to-wit: 10 Plunge Manager for the Perris Hill Municipal Plunge shall 11.reoeive $200.00 per month tor the period of time required. 12 Cashiers as required shall receive 75~ per hour. 13 Life Guards as required shall receive a minimum salary of 14 75~ per hour, and a maximum salary of 90~ per hour. 15 Locker Boys as required shall receive 4o~ per hour. 16 Locker Girls as required shall receive 4o~ per hour. 17 Laborers as required shall reoeive 65~ per hour. 18 That the employment of the Manager for the Perris Hill 19 Municipal Plunge is a position requireing peculiar and exoeptional 20 qualifications of a soientific, managerial, profeSSional and edu- 21 cational character, and is a temporary position for a period of 22 ninety (90) days. That all other employees of the Perris Hill 23 Municipal Plunge are temporary employees for a period of ninety 24 (90) days. SECTION NINE: 25 The following employees of the City 26 Cemetery shall receive the following salaries, to-wit: City S6xton, $185.00 per month. 27 28 29 shall perform ordinary unskklled tasks such as loading brush, 30 digging ditches, hoeing weeds, etc., using pick and shovel or other 31 hand tools; and assisting skilled workmen, or other work as re- 32 quired. That said Laborers shall reoeive a daily salary of $6.40 per eight hour day. Laborers as required, who, under supervision and direction, I 1 SECTION TEN: The following assistants and employees of 2 the City of San BernarGino shall receive the following salaries, 3 . to-wi t : ! 41 One Clerk for the Health Office, $70.00 per month. 5i One Clerk for the Health Office, $120.00 per month. 6 il One Jf!nitor for the City Hall, $14-5.00 per month. 7 ! One Assistant Janitor for the City Hall, $50.00 per month, 8 I working only four hours each day. 9 I One P. B. X. SECTION TEN-A: The following employees of the Recreation 18 I! Department shall receive 19 ! Co-ordinator of the following salaries, to-wit: Recreation shall receive $300.00 per month 20 21 I for the period of time required. One Assistant Recreation Director shall receive $200.00 24 25 per month, One Secretary shall receive $120.00 per month. Playground Directors as required, shall receive a minimum salary of $120.00 per month, and a maximum salary of $175.00 per 22 23 26 month. 27 28 a minimum 29 per hour. 30 31 32 Relief Playground Directors as required, shall receive salary of 65~ per hour, and a maximum salary of $1.00 LAborers as Maintenance required shall receive a salary of 60~ per hO~.
