A RESOLUTION PROPOSING CERTAIN CHARTER .AMENDMENTS TO THE
CITY CHARTER OF THE CITY OF SAN BERNARDINO, PROVIDING FOR THE PUB-
LICATION THEREOF, AND DESCRIBING AND SETTING FORTH SUCH AMENDMENTS
WHEREAS, in accordance with the provisions of Section
Eight and Eight and one-half of Art. XI of the Constitution of
the State of California, the City of San Bernardino, a municipal
oorporation, situate in the County of San Bernardino, State of
California, heretofore framed and adopted a Charter for said City,
which said Charter was duly and regularly approved by the Legis-
lature of the State of California, to-wit: "Assembly Concurrent
Resolution No. 12, approving the Charter of the City of San Ber-
nardino, State of California, voted for and ratified by the
qualified eleotors of said City at a special eleotion held therein
for that purpose on the 6th day of ~anuary, 1905."
NOW, THEREFORE, BE IT RESOLVED that the following pro-
posals for amendments to the Charter of the City of San Bernardino
be and the same are hereby submitted, to-wit:
A legislative authority of the City of San Bernardino
hereby submits to the qualified eleotors of said City the herein-.

the manner required by law, to-wit:

PROPOSED CHARTER AMENDMENT NO. TWO
It is hereby proposed that Section 24-c of the City
Charter of the City of San Bernardino be amended to read as fol-
lows, to-wit:

Section 24-c. The City Attorney shall receive an annual
salary of $3,000.00, payable monthly.
PROPOSED CHARTER AMENDMENT NO. THREE

It is hereby proposed that Section 140 of the City
Charter of the City of San Bernardino be amended to read as fol-
lows, to-wit:
Section 140: No supplies, material or other item of
expenditures for an amount exceeding Five Hundred Dollars, except
for personal services or any purchases made from any other govern-
ment or governmental agency, shall be ordered, or purchased by the
Mayor and Common Council, or any board, or department of the City,
authorized to incur any expenditure, except after first advertis-
ing for sealed proposalS and awarding a contract to the lowest and
best bidder. Each proposal must be accompanied by bidder's bond,
certified or Cashier's check, or cash, in an amount not less than
ten (10%) per cent of the sum bid, which must be forfeited to the
City upon failure of said bidder to enter into the contract awarde
All contracts awarded by the Mayor and Common Council shall be by I
ordinance or resolution. A sufficient bond, payable to the City,

with two or more sureties, or cash, or a surety company bond, may j
be required to secure faithful performance of each contract awarde .
That upon the approval of this resolution by the Mayor,
the City Clerk is authorized and directed to cause the same to be
published o~ce in the San Bernardino Daily Sun, a newspaper of
general circulation printed and published in the City of San Ber- i
nardino, and said publication shall constitute the publication

required by Section Eight, Art. XI of the Constitution of the State
of California, and all amendments pertaining thereto.
The City Clerk shall certify to the passage of this
resolution and cause the same to be published in the manner re-
quired herein.
I HEREBY CERTIFY that the foregoing Resolution was duly
adopted by the Mayor and Common Council of the City of San !r-
nardino, at a special meeting thereof held on the 14th day of
August,
