Synopsis of Previous Council Action:
On December 3,2007, the Mayor and Common Council approved the establishment of
salaries for Fire Department Ranges P-1, P-2, P-3, P-4, P-5, P-6, P-7, Fire Marshal,
Training Officer and Firefighter Trainee; and Police Department P-1, P-2, P-3 and Law
Enforcement Trainee, effective August 1, 2007.
Recommended Motion:
1. That the salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Firefighter/Paramedic),
P-3 (Fire Engineer), and P-4 (Fire Investigator/Captain) be established, effective August 1,
2008.
2. Authorize the Human Resources Department to amend Resolution No. 6429 to reflect the
above action.
3. Authorize the Director of Finance to amend the FY 2008-2009 Budget by increasing the Fire
Department General Fund Budget by $483,400 for Charter 186 costs by appropriating
$226,900 from the General Fund Budget Reserve and transferring $256,500 from the
General Government Fund Budget in account number 001-092-5011.

Establishment of salaries for Fire Department Ranges P-I, P-2, P-3, and P-4, effective August I,
2008.
Backl!round:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August I of each year. An agreement was reached with the Fire Safety Unit
on the ten cities to be used for this year's calculation. The salaries of those ten cities have been
averaged to determine the salaries for this year for Fire Safety classifications.
The ten cities selected are:

Daly City
Pasadena
Santa Rosa
Thousand Oaks
Costa Mesa
Salinas
Torrance
Simi Valley
Garden Grove

The new monthly salary increases in each range for 2008 are as follows:

Adding 32.18% to reflect the variable fringe benefit costs that rise with salary, the total for
salaries and fringe benefits is $440,700. Additionally, to better reflect the Fire Department's
staffing levels and overtime costs for FY 08/09, their overtime account should be increased by
$42,700. This brings the total amount for Fire Safety to $483,400. By comparison, total Section
186 costs for this group in FY 07/08 were $999,300, which included $101,400 for the
department's overtime budget.
The Firefighter Trainee salary will be set at $4,150 per month, which is 80% of the Fire Fighter
(P-1), Step A salary.
Financial Impact:
The City's FY 2008-2009 approved budget included $2.4 million in General Government for all
Charter 186 anticipated salary increases. The Police Safety Unit costs (excluding Measure Z
positions), Police Management, and Fire Management, totaled $2,143,500 leaving a balance of
$256,500. The amount of Charter 186 salary increases for the Fire Safety as outlined above is
$483,400 which is $226,900 more than what is currently available in the budget. A budget
amendment is necessary to appropriate an additional $226,900 from the City's budget reserve to
cover this shortfall and to move all the funds into the Fire Department budget.
Recommendation:
1. That the salaries for Fire Department Ranges P-I (Firefighter), P-2 (FirefighterlParamedic),
P-3 (Fire Engineer), and P-4 (Fire Investigator/Captain) be established, effective August I,
2008.
