Synopsis of Previous Council Action:
On January 22, 2008 the Mayor and Common Council approved the Establishment of salaries
for Fire Department Ranges P-S, P-6 and P-7, effective August 1, 2007.
Recommended Motion:
1. That the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire
Chief), and P-7 (Fire Chief) be established, effective August 1,2008.
2. That the Human Resources Department amend Resolution No. 6429 to reflect the
above action.
3. Authorize the Finance Director to amend the FY 2008-09 Budget by increasing the
Fire Department General Fund Budget for Charter 186 costs transferring $66,300
from the General Government Budget in account number 001-092-5011 to the
appropriate Fire Department budget accounts. K:~ /A'

Establishment of salaries for Fire Department Ranges P-5, P-6 and P-7, effective August I, 2008.
Backe:round:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August I of each year. An agreement was reached with Fire Management on
the ten cities to be used for this year's calculation. The salaries of those ten cities have been
averaged to determine the salaries for this year for Fire Management classifications.
The ten cities agreed upon for classifications P-5, P-6 and P-7 are:
Pasadena
Fairfield
Garden Grove
Antioch
Concord
Burbank
Daly City
Richmond
Oxnard
Simi Valley
Effective August I, 2008, the new monthly salaries are:

Adding an annual average benefit rate of 32.18% to reflect variable fringe benefit costs which
rise with salary, the total added costs for salaries and fringe benefits are $66,300. By
comparison, total Section 186 costs for this group in FY 07-08 were $117,900.
Financial Impact:
The City's FY 2008-2009 approved budget includes $2.4 million in General Government for all
Charter 186 anticipated salary increases. The Police Safety Unit costs (excluding Measure Z
positions), and the Police Management Unit costs which were previously approved, totaled
$2,077 ,200, leaving a remaining balance of $322,800. The amount of Charter 186 salary
increases for the Fire Management Unit as outlined above is $66,300, leaving a remaining
balance of $256,500 for the Fire Suppression group.
Recommendation:
1. That the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire Chief),
and P-7 (Fire Chief) be established, effective August 1, 2008.
2. That the Human Resources Department amend Resolution No. 6429 to reflect the above
action.
3. Authorize the Finance Director to amend the FY 2008-09 Budget by increasing the Fire
Department General Fund Budget for Charter 186 costs by transferring $66,300 from the

Department Divisions budget accounts.
