A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AuTHORIZING THE FILING OF AN APPLICATION WITH THE
UNITED STATES OF AMERICA FOR A FEDERAL GRANT FOR SEWAGE TREATMENT
WORKS UNDER THE TERMS OF PUBLIC LAW 660, 84TH CONGRESS OF THE UNITED
STATES.

WHEREAS, the City of San Bernardino (herein called the "Applicant") has

determined that the construction of a new sewage treatment works will be necessary
within the near future; and
WHEREAS, under the terms of Public Law 660, 84th Congress of the United States,
the United States of America has authorized the making of grants to public bodies to aid
in financing the cost of construction of sewage treatment works; and
WHEREAS, the Applicant has examined and duly considered such Act and the
under said Act and to authorize other action in connection therewith; and
WHEREAS, Title VI of the Civil Rights Act of 1964 (Public Law 88~352) and the
requirements imposed by or pursuant to the Department of the Interior Regulation
(43 CFR 17) issued pursuant to that Title provide that no person in the United States
shall, on the ground of race, color or national origin be excluded for participation in,
be denied the benefits of, or be otherwise subjected to discrimination under any program
or activity for which the applicant-recipient receives financial assistance from the United
States Department of Interior: I.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL I
OF THE CITY OF SAN BERNARDINO, AS FOLLOWS:
SECTION ONE: That the future construction of a sewage treatment works is
essential to and is to the best interest of the applicant and to the end that such public
works may be provided, it is desirable that action be undertaken;
SECTION TWO: That Al C. Ballard, Mayor be hereby authorized to file in behalf
of the Applicant an application (in form required by the United States and in conformity
with said Act) for a Federal Grant to assist in construction of a sewage treatment works

SECTION THREE: That the United States of America and the Secretary of Interior

be, and they are hereby assured of full compliance by the Applicant with the regulations

of the Department of the Interior effectuating Title VI of the Civil Rights Act of 1964.

SECTION FOUR: That the said Al C. Ballard, Mayor of the City of San Bernardino

is hereby authorized to furnish such information and take such action as may be necessary
to enable the applicant to qualify for the Federal Grant for the sewage treatment works;

SECTION FIVE: That the officer designated in the preceding paragraph is hereby
designated as the authorized representative of the Applicant for the purpose of furnishing
to the United States such information, data, and documents pertaining to the Application

for the Federal Grant as may be required; and otherwise act as the authorized repre-

sentative of the Applicant in connection with this application;
SECTION SIX: That certified copies of this resolution be included as part of the

application for a Federal Grant to be submitted to the United States.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the Mayor
