RESOLUTION RATIFYING THE SUBMITTAL OF A GRANT
3 APPLICATION TO US SOCCER FOUNDATION FOR THE AMOUNT OF
$8,000 IN SERVICES CREDIT FROM CLOUGH HARBOR SPORTS FOR

SECTION 1. That the Mayor and Common Council hereby ratify the submittal
of a grant application to the US Soccer Foundation. copies of which are attached hereto,
marked Exhibit "A" and incorporated herein by reference as fully as though set forth at
length; and
SECTION 2. If awarded, authorize the City Manager to accept the grant service
credit for Clough Harbor Sports totaling $8,000 and direct the implementation of the
Capital Improvement planning.

City of San Bernardino Soccer Complex
ORGANIZA nON INFORMA nON
1. What is the mission of your organization?
The Parks. Recreation and Community Services Department Creates Community
through People. Parks & Programs. The department provides a d iversi lied system
of parks ,md open spaces. recreation centers. programs and community services to
meet social and leisure needs and enhance the quality of life for all City residents.
The San Bernardino Socccr Complex 2011 key goals are to seek Commercial
Sponsorship and grant opportunities to increase the participation of local teams at
the complex by installing synthetic turf fields and additional field lighting.
2. What is your organization's primary function? What programs and/or
services do you currently offer?
The City was founded on May 20. 1810 and the department was founded in 1905.
City population in San Bernardino is 198.580. The City provides Parks.
Recreation and Community Service programs for youth ages 3 and up and adults
of all ages.
The San Bernardino Soccer Complex consists or 47 acres with 17 fields. 4 of
which arc lighted. The Complex has two (2) concession stands. administrative
office and team room. two garage facilities, foocl court area and two (2) restroom
buildings. The Complex currently provides lields li)r practices nightly, team
meetings ancltournament play.
3. Who does your organization serve?
The Soccer Complex serves youth and adults within the' Inland Empire area and
has the support of the Calil()rnia Youth Soccer Association South (Cal-South).
American Youth Soccer Organization (A YSO). Southern California Youth Soccer
Organization (SCYSO), Inland Empire Soccer Organization. Coast Soccer
League. Arsenal Soccer Club. Corinthians Soccer Club, Premier Soccer League of
San Bernardino. the San Bernardino Convention & Visitor's Bureau. Cehic
Soccer Club. Cllivas Academy. Amcrican Sports University. C:oronita Soccer
Club. Barcelona Academy. LA Galaxy. Titans Club. San Gorgonio Iligh School.
Pumas San Bernardino, Pumas Col1on. Alliance IT. Highland United Soccer
League. Young Champions and various other organizations.
4. Project Summary: Describe the ideal outcome of your field construction
project. What elements will be part of your project (other sports fields,
natural vs. synthetic grass surface, lighting, parking, concessions, picnic area,
bathroom facilities, etc.)

The parks are operating aI full capacity, thereby limiting many children from
playing sports. The tields at this location arc subject to tlooding and over
saturation due to proximity to the San Bernardino Mountains. Consequently,
fields arc closed until they dry and allow the natural turf to recover. Overplay of
natural turl~ especially on saturated soil. destroys the playing surface thereby
limiting exercise and social contact in a structured environment.
We have four (4) lit soccer fields which allows It)!' nigbttime participation but
currently we only use the fields -' days per week and on wcckends due to wear
and tear. A synthetie field will allow expanded playing timc It)r two (2) additional
days by as much as 30%. This will provide youth a safe place to play and develop
skills and offer youth thc opportunity to engage in positive sport activities, fight
obesity and guide youth away Irom negative inlluenees such as gangs, drugs and
violence.
4. A. How many playing fields will be a part of your project?
Our plan is to stali with one tield and add on as grants/sponsorsbips allow. We
currently have 4 lit fields that we eventually plan to change over to synthetic turf
5. Who owns the land on which the project will be constructed?
The City of San Bcrnardino owns thc land.
6. Programming: Describe the programming that will occur on this field space.
How much of the time will be dedicated to soccer? Will the soccer programming
include components of youth development (violence/gang prevention, substance
abuse prevention, health issues, service learning, mentoring/tutoring, career
development/workforce education, academic achievement)? If so, how will it be
included?
Ficld availability is thc grcatest problcm hlCing youth sports in Southern
Calift)rnia. In San Bernardino, the soccer market is growing along with the steady
increase in Latino residents that enjoy soccer. Other sports compete for field time,
creating a dilemma for local governments. The demand for tield spacc out weighs
current availability. The cost of participating in well-managed community sports
programs is high and the lower income fi1l11ily is virtually excluded as a result of
limited availability. The City is requesting this grant to assist with the renovation
of one (I) natural field to synthetic turf to help meet the needs of the youth in this
area. There is currently only one (I) other synthetic soccer field available in the
,rrea. which is reserved consistently ft)!' team practices, leagues and activities.
Having the availability of a synthetic lit field is very important to year-round
soccer elubs sinee they require praetice aner dusk half the year as a result of
limited daylight hours aner school and work.

The addition of a synthetic turf Jicld will increase afternoon, evening and night
use for practices. We currel11ly have 4 litliclds and all are used 3 days of the week
I'llI' 5 hours each night. Use of these fields is limited during inclement weather and
wear and tear of the ficlds. With having a synthetic tield. we can operate two (2)
additional days each week and not have to worry about the condition of the lield.
It will act as a vehicle for social change because it will provide youth a safc place
to play and devclop skills and of Tel' youth the opportunity to engage in positive
sport activities, tight obesity and guide youth away fi'om negative inllucnces such
as gangs. drugs and violence. Coaches talk to playcrs about these issues including
thc importance of studying and keeping up gradcs.
7. How will your field construction project benefit the local community?
The City's objectivc is to increasc field availability and participation in sport
activitics. for youth and adult soccer teams. for practices by 30% (500 hours).
Weekday Soccer Practice activities from local clubs include warrn-up excrciscs, drills
and skill development. The anticipated outcome is to overcome the ehallenges in
unplayable eonditions caused by weather and issues with darkness. thereby expanding
plaees to play and playing time by as mueh as 30%. This will allow the City to
provide practice fields fill' extended hours and fi-equency. The added benefit to the
eOlllmunity would be to allow some of our local clubs and the City's youth sports
programs free access to the fields.
8. What is the timeline for your field construction project? When do you hope to
start and complete construction?
The plan is to have the field project completed within one and one half to two
years.
.Iune 1011 - Work with Clough Harbor Sports on developing a plan/design.
.Iuly 2011 Develop a budget. Identify grant/sponsorship resources.
August - December 1011 - Secure additional grant/sponsorships for the funding
of the projcct by using the plan designed by Clough Ilarbor.
October 20 11 - Apply lilr a U.S. Soccer Foundation grantlilr synthetic turf tield.
Feb. 2012 - Start the Bid Sclection Process
Aprill012 Begin construction
May 10 I 2 - Project Completed
9. How will you finance your field construction project? How much funding has
already been secured for this project (including cash, value-in-kind, and
pledges)?

The City has a small allocation of $36,()()() f{lr Alterations and Renovations at the
Soccer Complex. The City will seek to secure additional grant/sponsorships for
the funding of the project by utilizing the plan dcsigned by Clough llarbor. We
ficel that by having an actual dcsign plan and budget prepared to show potential
sponsors, we will receive belleI' support /{)r this project. Potential contacts are the
Economic Development Agency (EDA). US Soccer Foundation Grant, and the
San Manuel13and of Mission Indians.
The City will be able to absorb all permitting and inspection expenses as value-in-
kind as well as utilize existing maintenance sta/Tto complete irrigation and
drainage installation.
10. How will a planning grant from the US Soccer Foundation assist your
organization in realizing its field construction goals?
A planning grant will provide us a quality design plan with which to show potential
sponsors when promoting this project. It will also provide the City with actual costs
and timefi-ame to complete this project. Once the project is complete, we will be able
to increase usage of fields for practices and recreational league play year round.
