Synopsis of Previous Council Action:
On July 14, 2011, the Personnel Committee recommended this item to be forwarded to the Mayor and
Common Council for adoption.
On July 5, 2011, the Mayor and Common Council approved Ordinance MC-1355 amending City of San
Bernardino Municipal Code Title 2, Section 2.15.020, and repealing Chapter 2.78; and directed staff to
recommend any additional corresponding changes to the City of San Bernardino Municipal Code; and that
the Director of Human Resources recommend updates to the job descriptions to reflect the change.

Update of Job Descriptions for the Community Development Department, Code Enforcement
Division.
Background
On July 5, 2011, Ordinance MC-1355 amended San Bernardino Municipal Code Title 2, Section
2.15.020, and repealed Chapter 2.78 deleting the Code Compliance Department, and authorized
the Director of Human Resources to recommend updates to the job descriptions to reflect the
changes.
Accordingly, job descriptions for positions within the Community Development Department,
Code Enforcement Division, were reviewed and it was determined that minor revisions were
needed to reflect the dissolution of the Code Compliance Department and the establishment of
the Code Enforcement Division of the Community Development Department. The respective
positions are: Code Enforcement Officer I, Code Enforcement Officer II, Code Enforcement
Processing Assistant, Senior Code Enforcement Officer, Supervising Code Enforcement Officer,
Weed Abatement Coordinator.
The Human Resources Department is in agreement with the proposed changes and recommends
approval.

There is no financial impact to update job descriptions.

Under supervision, performs a focused series of routine field inspection activities of private
property to ensure compliance with municipal codes covering weed abatement and public
nuisance; explains regulations pertaining to weed abatement requirements to the public; and
performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Code rem^ -__- Enforceme, Officer I is the first-level classification in the code AmpliaRGe
class series. Supervision and direction are received from the City's Weed
Abatement Coordinator.

Officer II in that the latter class enforces a very wide range of City codes/ordinances.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may

1. Performs inspections and re-inspections of vacant lots and private land for blighted
conditions and fire hazards in accordance with supervisory instructions and applicable
City code.
2. Issues inspection notices to abate weed and trash nuisances; prepares and maintains all
necessary records of infractions and results.
GENERAL QUALIFICATIONS
Knowledge of:
1. City and county regulations and codes relating to weed abatement on vacant property.
2. Methods, procedures, standards and techniques used in the identification and
enforcement of weed abatement code violations.
3. Methods of code inspection documentation and recordkeeping.

Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from high school or G.E.D. equivalent; and one year of experience with relevant field
inspection operations in a governmental agency; or an equivalent combination of training
and experience.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.
Successful completion of the PC 832 training course within one year of appointment to the
classification.

Code Cernplianse-Enforcement Officer II is distinguished from Code Enforcement
Officer I in that the former class enforces a very wide range of City codes/ordinances, while the
I-level is typically focused on a specific code and function.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Performs inspections and re-inspections of residential dwellings, business properties
and industrial operations for compliance with multiple municipal and development codes;
interprets, applies and enforces zoning, building, housing, health/sanitation, safety/fire,
business, sign, California Vehicle Code and public nuisance codes.
2. Responds to public complaints, inquiries from property owners and information from
other City departments regarding municipal codes; inspects substandard buildings and
dwellings; conducts research to determine property ownership and persons with interest
in the property, plus current and past permits for the property; cites code violations and
recommends corrective action to achieve compliance; issues verbal warnings, stop work
orders, notices of violation, notices to abate nuisances and administrative citations in
accordance with City policies and codes; issues notices of noncompliance; issues
closure notices for property and authorizes disconnection of utilities; maintains and
updates caseload files; documents investigations, inspections and results.
3. Prepares and serves administrative search and seizure warrants and warrants for
demolition and asbestos survey; obtains warrants to perform property inspections and
abatement of property; writes criminal citations; follows up existing cases for the City

Attorney's office; reports irregular and suspicious circumstances to police and other
departments.
4. Prepares criminal or civil cases for court filings by the City Attorney's office; prepares
cases and represents the City in court, before hearing officers and the Board of Building
Commissioners; testifies regarding code violations and the City's enforcement efforts.
5. Issues written warning and parking citations to illegally or improperly parked vehicles
and abandoned vehicles; responds to or initiates abandoned vehicle cases; works with
property owners to have vehicles removed; notifies owners of need to remove their
vehicles; obtains warrants to remove inoperable and abandoned vehicles from private
property; makes arrangements with towing companies to have abandoned vehicles
towed; completes incident forms and CHP reports; enters vehicle information into
appropriate computer systems; assesses vehicle value and prepares CHP junk slip, if
appropriate.
6. Coordinates code enforcement activities with other City departments and outside
governmental agencies; leads and participates in multi-agency inspections of properties;
conducts multifamily dwelling inspections and hazardous materials
investigations/abatement; makes investigations applicable to business licenses; patrols
for transient vendors and arrests, cites and seizes items for sale and prepares for
seizure hearings and court appearances; abates homeless camps from private or public
property; removes vagrants from City parks; assists street maintenance division, NPDES
unit, traffic engineering and animal control.
7. Participates in and may coordinate neighborhood projects; attends neighborhood
association meetings and functions at schools and recreation centers; makes
presentations to business owners to educate them on code requirements.
8. Participates in the training of new code enforcement officers.

JOB SUMMARY
IUnder direction, plans, schedules and supervises the work of field code
enforcement staff investigating and enforcing a wide range of municipal codes and ordinances;
coordinates the work with management and staff from other City departments such as Police,
Fire, and Public Works, as well as representatives of other governmental agencies; and
performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Supervising Code EnTOrGC_ Officer directs the work of one of the code
units responsible for conducting code inspections and ensuring
enforcement of state and municipal codes and ordinances. Incumbents may also perform the
more complex and sensitive investigations and coordinate work with other City departments and
governmental agencies to ensure code enforcement objectives are met. Duties and
responsibilities are carried out with a high degree of independence within the framework of
established policies, procedures and regulations.
Supervising Code Enforcement Officer is distinguished from Code CerripliaRGe
nforcement Division Manager in that the latter class is responsible, along with the department
head, for planning, directing, evaluating, controlling and integrating the work of the entire
division.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Plans, organizes, supervises and evaluates the work of assigned staff; participates in
establishing operational plans and initiatives to meet department goals and objectives;
implements code inspection and enforcement work programs, processes and
procedures required to achieve overall municipal code standards; schedules and
coordinates activities and responsibilities to achieve optimal efficiency and effectiveness.
2. Plans and evaluates the performance of assigned staff; establishes performance
requirements and personal development targets; monitors staff performance and
provides coaching for performance improvement; provides or recommends
compensation and other rewards to recognize performance; takes disciplinary action, up
to and including termination to address performance deficiencies, subject to
management concurrence, in accordance with the City's human resources policies and
procedures and labor contract provisions.

3. Provides day-to-day leadership and works with staff to develop and maintain a high-
performance, customer service-oriented code seiaRse- enforceme!_ operation that
supports achieving the City's mission.
4. Provides training, supervision and oversight of code G9MplianGe-w ,rne�� officers
engaged in enforcement of a wide variety of code provisions, including housing, building,
zoning, land use, health, safety, sanitation, graffiti, parking and abandoned vehicle
abatement; trains and evaluates new officers; interprets building, zoning, municipal
codes and state and local ordinances to staff; ensures staff meets assigned deadlines
and performance/customer service/public relations standards.
5. Performs the more complex code inspections, re-inspections
and investigations; investigates and determines existence and type of municipal or
building code violations and recommends corrective actions to bring about compliance;
determines time frames for compliance achievement; issues verbal warnings, notices of
violation, notices to abate nuisances and administrative citations in accordance with City
policies and code; issues notices of noncompliance; responds to hazardous materials
calls on public and private property and takes appropriate action; sustains an active
caseload and maintains all required case documents and files; reviews and corrects files
and documents prepared by staff.
6. Answers inquiries from and advises property owners, builders and the public regarding
compliance with City codes; represents the City in public and community meetings and
provides information to the public on City code con*ianceenforcemen, policies and
regulations; responds to citizen complaints regarding potential code violations; conducts
research regarding property ownership, current and past permits/applications and
applicable code; prepares administrative search or seizure warrants or warrants for
demolition; obtains warrants to perform inspections of property, abatement of property or
to demolish buildings; issues criminal and administrative citations; coordinates code
enforcement actions with other City departments and other governmental agencies;
performs sweeps and special operations with police staff, fire inspectors, building
officials and representatives of other governmental agencies; represents the City in court
and at administrative hearings and testifies regarding code violations.
7. Attends and participates in neighborhood association meetings and projects.

Knowledge of

enforcement of a wide variety of code violations.

Ability to:

MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from high school or G.E.D. equivalent; completion of at least two years of coursework in
urban planning, construction management, or other social or physical science from an
accredited college; and six years of increasingly responsible experience in the inspection
and enforcement of housing, building and development code; or an equivalent combination
of training and experience.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements.
A valid California driver's license and the ability to maintain in sure ability under the City's
vehicle and insurance policy.
P.O.S.T. training and current PC 832 certification.
Current ICC certification as a Building Inspector or AACE certification as a Housing
Inspector.

WEED ABATEMENT COORDINATOR
JOB SUMMARY
Under general supervision of a Senior Code Enforcement_Officer, performs a
variety of tasks pertaining to the prevention of fire hazards and abatement of blighted conditions
on vacant lots/land within the City's boundaries; schedules and inspects approximately 6,000
properties per year; contracts for the removal of weeds and debris from non-compliant
properties; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS
Weed Abatement Coordinator is responsible for improving the overall aesthetics of the City of
San Bernardino by identifying blighted situations on lots and vacant land, notifying property
owners of their responsibilities for abatement of such situations, and contracting for abatement
action when property owners fail to comply. The incumbent supervises and directs the activities
of a Code Cie-Enforcement Officer I.
Weed Abatement Coordinator is distinguished from Senior Code Cease—Enforcement
Officer in that incumbents in the latter class organizes, schedules and supervises a code
enforcement unit.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Accepts telephone and public counter complaints from citizens and the public; assigns
inspection requirements regarding complaints to the Code
Officer I; resolves issues determined through inspection.
2. Plans and organizes the annual City-wide survey of properties; prepares and mails
inspection notices to all property owners and deals with property owner
questions/feedback; notifies those property owners where abatement actions must be
taken.
3. Prepares work orders for contractors to abate non-compliant properties; monitors work
of contractors and verifies completed work; processes contractor payments; deals with
property owners to resolve abatement issues.
4. Invoices property owners for completed abatement work performed on their non-
compliant land; contacts the County Recorder's office to place liens on properties where
abatement assessments are unpaid; provides data to County Tax Collector for
assessments to tax rolls.
5. Prepares documents for Hearing Officer and Board of Building Commissioners for
appeals and unpaid assessments.

6. Monitors performance/expenditures versus the weed abatement program budget.
GENERAL QUALIFICATIONS

officials/--staff, hearing officers, Board of Building Commissioners and others
encountered in the course of work.
