On July 14, 2011, the Personnel Committee recommended this item to be forwarded to the Mayor and
Common Council for adoption.
Recommended Motion:
1. Establish position of Neighborhood Services Coordinator/Assistant of the City Manager (U),
Range 4510, $5649-$6867/month.
2. Reclassify one (1) Assistant to Mayor III (U) position, Range 4510, $5649 - $6867/month, to
Neighborhood Services Coordinator/Assistant of the City Manager (U) position, Range 4510,
$5649 - $6867/month.
3. Approve job description as proposed.
4. Authorize the Human Resources Director to update Resolution No. 2008-33 to reflect this action.

Approval of Neighborhood Services Coordinator/Assistant of the City Manager (U) job
description and reclassification.

Effective July 1, 2010, one Assistant to Mayor III position was transferred from the Mayor's
Office to the City Manager's Office. Position title/functions are now being updated to more
appropriately reflect the duties within the City Manager's Office. There is no change in salary.
It is the recommendation of the Human Resources Department to establish the classification of
Neighborhood Services Coordinator/Assistant of the City Manager (U) and reclassify one
Assistant to Mayor III position to this classification.
Financial Impact:
No financial impact.

NEIGHBORHOOD SERVICES COORDINATOR/ASSISTANT OF THE
CITY MANAGER (U)
JOB SUMMARY
Under direction from the City Manager, coordinates improvement efforts in residential
neighborhoods, evaluates neighborhood preservation and improvement needs, facilitates
community meetings and citizen participation committees, and assists in administering
programs to respond to these needs.
DISTINGUISHING CHARACTERISTICS
This classification is responsible for applying specialized knowledge, skills and abilities in
administering, monitoring and evaluating plans and programs for neighborhood revitalization
activities. The incumbent serves as a specialized liaison between community groups, City
departments and elected officials in order to effectively implement neighborhood revitalization
projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related or a logical assignment to this class.
1. Analyzes community or neighborhood needs; identifies and assists in proactively
organizing existing neighborhood organizations, interested citizens, agencies and other
community resources, services and programs toward a neighborhood services program.
2. Prepares and administers the Neighborhood Services Program budget; prepares staff
reports, memoranda, letters, presentations, promotional and educational materials and
other forms of correspondence as necessary; assists in preparation of special studies,
analyses and reports for the functions and procedures in the Neighborhood Services
Program.
3. Conducts research and prepares applications for grants; provides assistance to the
Common Council, Planning Commission and other boards and commissions; attends
public meetings and makes presentations as required.
4. Represents the City Manager in meetings with civic, community, business and industry
groups and with representatives of other governmental agencies as assigned; serves as
liaison with areas of the City, attends neighborhood meetings and keeps the City
Manager informed on the pulse of the community.
5. Provides staff assistance to the City Manager ranging from moderately difficult to highly
complex; assists or participates in or leads in developing and overseeing implementation
of plans and initiatives to meet short-term and long-term goals and objectives of the City
Manager; assists or participates in formulating strategies, approaches, outreach

initiatives, collaborative arrangements and other processes to achieve overall results on
goals and objectives.
6. Plans, coordinates, organizes and conducts, or assists in conducting or arranges for
completion of administrative, policy and legislative analysis studies relating to assigned
issues and/or programs ranging from routine to complex and highly responsible.
7. Identifies issues and challenges, obtains relevant information and data, analyzes
alternatives and makes recommendations; prepares or requests revenue and cost
analyses; presents reports of conclusions and recommendations to internal and external
stakeholder groups; recommends the formation of task forces and committees to
develop implementation plans.
8. Works with City department heads and others as applicable in implementing programs
and policies.
9. Establishes and maintains cooperative working relationships with those contacted in the
course of work; communicates clearly and concisely, both orally and in writing; performs
any other tasks or functions deemed necessary.
10. Receives, researches and formulates actions to respond to and/or resolve constituent
complaints.

12. English usage, grammar, punctuation, and spelling.

MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from an accredited four-year college or university with a major in public or business
administration, planning or a closely related field; and at least five years of progressively
responsible experience in the areas of community outreach, professional planning or code
enforcement; or an equivalent combination of training and experience.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.
