Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing a
declaration of support for the California Emerging Technology Fund's "Getconnected!"
program.
Background:
The California Emerging Technology Fund (CETF) was established as a non-profit corporation
pursuant to orders from the California Public Utilities Commission (CPUC) in approving the
mergers of SBC-AT&T and Verizon-MCI in 2005. As a condition of approval of the mergers,
AT&T and Verizon are required to contribute to CETF a total of $60 million over 5 years "for
the purpose of achieving ubiquitous access to broadband and advanced services in California,
particularly in underserved communities, through the use of emerging technologies by 2010."
CETF provides leadership statewide to close the "Digital Divide" by accelerating the deployment
and adoption of broadband to non-served and underserved communities and populations. The
"Digital Divide" refers to the gap between individuals, households, businesses and geographic
areas at different socio-economic levels with regard to their opportunities to access information
and communications technologies.
Closing the Digital Divide is vital to the economic prosperity and quality of life for residents in
the City of San Bernardino and throughout California. High-speed Internet access-referred to
generically as "broadband" and including both wireline and wireless technologies-is essential
21st Century infrastructure in a digital world and global economy. Broadband is a strategic
"green" technology that decreases greenhouse gas emissions and dependence on foreign oil by
enabling e-government and the provision of more services online. High-speed Internet
connectivity and the availability of computing devices at schools, libraries, and at home are
critical teaching and learning tools for academic achievement to help students obtain the highest-
quality education possible.
Californians' adoption and use of broadband technology is only approximately equivalent to the
national average. In 2010, 30% of all Californians, 51% of low-income households, 50% of
Latino families, and 45% of people with disabilities were not connected to the Internet with
broadband, leaving more than 10 million Californians without high-speed Internet access at
home.
The California Emerging Technology Fund established the "Get Connected!" public awareness
program to close the Digital Divide in California-by encouraging local governments to embrace
the goal to achieve broadband Internet access at home for 80% of all Californians statewide by
2015.

WHEREAS, closing the Digital Divide is vital to the economic prosperity and
quality oflife for residents in the City of San Bernardino and throughout California.
WHEREAS, the City of San Bernardino finds and declares that high-speed Internet
access-referred to generically as "broadband" and including both wireline and wireless
technologies-is essential 21st Century infrastructure in a digital world and global economy.
WHEREAS, the City of San Bernardino recognizes that California is home to a
wellspring of innovation that has given rise to the evolution of broadband and other
14 information technologies, however Californians' adoption and use of broadband technology
15 is only approximately equivalent to the national average.

WHEREAS, the City of San Bernardino acknowledges in 2010 that 30% of all

speed Internet connectivity and the availability of computing devices at schools, libraries,
and at home are critical teaching and learning tools for academic achievement.
WHEREAS, the City of San Bernardino is committed to reducing its carbon
footprint and recognizes that broadband is a strategic "green" technology that decreases
greenhouse gas emissions and dependence on foreign oil by enabling e-government and the
provision of more services online.
WHEREAS, the City of San Bernardino is committed to Digital Inclusion and
increasing citizen participation in the public process through expanded engagement using
broadband.
WHEREAS, the City of San Bernardino recognizes that it has the opportunity to
13 'mpact broadband deployment and adoption in its several local government roles and
14 esponsibilities, including as a policy leader, planning body, land use approval agency,

urchaser-consumer of communications equipment and information technology, and a
ervice provider.
WHEREAS, the City of San Bernardino welcomes the opportunity to partner with
he California Emerging Technology Fund along with the Governor, Legislature, other local
overnments, civic leaders, community organizations, employers, labor representatives,
ucators, and policymakers to encourage adoption of broadband technology.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
ITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1: Pursuant to this determination, the City of San Bernardino hereby
oins with the California Emerging Technology Fund in promoting Get Connected! -a
1 public awareness program to close the Digital Divide in California-and embraces the goal
2
to achieve broadband Internet access at home for 80% of all Californians statewide by 2015.

SECTION 2: That the City Manager or his designee is authorized and directed to
4
5 offer a broadband adoption training site for citizens to optimize the use of broadband
6 technology and inform and engage residents to the benefits of broadband in an effort to help
7 bridge the economic divide.

SECTION 3: That the City Manager or his designee will seek to cooperate and
share the results of Get Connected! with neighboring jurisdictions and other public agencies
and shall post information regarding the Get Connected! program on the city website and
send a copy of this resolution to the San Bernardino Associated Governments (SANBAG)
or appropriate distribution to other local governments.
SECTION 4: That the City of San Bernardino Mayor and Common Council
uthorize the use of their names, titles, and City name as champions of Get Connected! on
web sites of the California Emerging Technology Fund (www.CETFund.org and
.GetConnectedToday.com) and in printed materials pertaining to Get Connected!
