Update of Job Descriptions for the Community Development Department.
Backl!round
Adoption of the FY 2010-11 budget included several departmental reorganizations. The Code
Compliance Department was merged into the Community Development Department, allowing
for movement towards a one-stop-shop approach for businesses.
The Department reviewed the classifications, duties, and structure of the department and is
recommending modifications to the following job descriptions: Assistant Planner (flex),
Associate Planner, Planning Aide, Senior Code Compliance Officer, and Supervising Code
Compliance Officer.
The proposed revisions are minimal for all positions, with the exception of the Senior Code
Compliance Officer. Review of the current Senior Code Compliance Officer/Supervising Code
Compliance Officer (flex) position revealed some concerns in the classification structure of the
position; the positions perform different duties and each stands alone in the series. It is, therefore,
recommended that the position of Senior Code Compliance Officer/Supervising Code
Compliance Officer no longer be considered a flex option. The duties and responsibilities of the
Senior Code Compliance Officer have been updated in the proposed job description to better
reflect the position.
The Human Resources Department is in agreement with the proposed changes and recommends
approval.

There is no financial impact to update job descriptions.

JOB SUMMARY
Under general supervision, performs responsible, professional planning activities involving
current and long-range planning and special projects; and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
Assistant Planner is the entry-level class in the professional planning class series. Incumbents
assist higher-level planners in research, data collection and report preparation and conduct
research and analysis on routine to moderately complex planning projects. Incumbents initially
work under close supervision preparing planning studies and reports and are expected to
become increasingly knowledgeable and carry out assignments with increasing independence.
Associate Planner is the full professional, journey-level class in the planning class series.
Incumbents conduct research and analysis on moderate to complex planning projects. Work
requires independence in preparing planning studies and reports on current and advance
planning assignments and making presentations on such projects.
AssistantcGociate Planner is distinguished from Associate Planner in that incumbents in the
latter class are assigned more complex planning projects, requiring a higher degree of
independent judgment and planning expertise. Positions in this class are alternately staffed with
Assistant Planner or Associate Planner. Assistant Planners may advance to Associate Planner
after demonstrating proficiency which meets the qualifications of the higher level class.

ESSENTIAL DUTIES AND RESPONSIBilITIES

1. Plans, organizes and conducts research studies and prepares reports for development
proposals involving current and long-range planning issues and development
applications, such as plot plans, subdivisions and model home complexes; participates
in the review, development, amendment or revision of various elements of the City's
General Plan, specific plans, municipal codes, annexations and other policies and
procedures; compiles, analyzes and interprets data to define environmental conditions,
social, economic and housing trends, community needs and zoning problems; prepares
maps, graphs, charts and other visual aids to illustrate planning studies.

2. Reviews development proposals for conformance with City ordinances and codes;
communicates with and assists developers, property owners, the public and elected
officials regarding laws, policies, regulations, standards and procedures with respect to
the submission of plans, processing of applications and implementation requirements;
determines conformity with codes, policies, regulations and procedures; recommends
approval or identifies problems and assesses alternatives for projects; reviews
environmental studies and impact reports from other City departments and extemal
agencies and prepares environmental documentation for development proposals.
3. Reviews, analyzes and makes recommendations regarding conditional use permits,
home occupancy permits, variances, zone changes, lot line adjustments, lot mergers,
certificates of compliance, temporary use permits and sign permits.
4. Makes presentations or prepares material for presentation to the Planning Commission
and City Council; provides written and oral information to the public on a wide range of
planning issues, including current and long-term planning projects; answers questions
and provides assistance to the public in person, on the telephone and in writing.
5. Plan checks building permit and landscape plan requests, conferring with building
inspectors, officials, engineers, architects, developers and others; reviews plans and
drawings to ensure compliance with approved plans and City ordinances; performs field
and site inspections during and after construction to ensure project is in compliance with
approved plans.
6. Prepares a variety of written communications, including analytical reports,
correspondence and drafts of revisions to local ordinances and planning policies and
procedures.

JOB SUMMARY
Under supervision, performs sub-professional technical support duties to assist professional
staff in the field of urban planning and zoning administration; and performs related duties as
assigned.
DISTINGUISHING CHARACTERISTICS
Planning Aide is the sub-professional class in the professional planning series. Incumbents are
initially considered to be in a training status and work assignments are generally limited in
scope. Employees in this class may be rotated throughout the Planning division's sections to
gain experience in the various aspects of planning. As experience is gained, incumbents are
expected to perform more complex tasks and assignments of limited to moderate difficulty within
the framework established by higher-level professional staff.
Planning Aide is distinguished from Assistant Planner in that incumbents in the latter class
perform entry-level professional duties in planning and zoning administration.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Assists the public by providing basic information on zoning and General Plan matters
and development-related case processing information.
2. Reviews basic building plans and other development related applications for

3. Assists professional staff in the analysis and interpretation of social, economic,
population, and land use data and trends; assists in the preparation of written reports on
various planning and environmental matters.
4. Compiles basic information and makes recommendations on special studies of limited
scope.
5. Researches and drafts ordinances for review by supervisor.
6. Reviews basic re-zoning, variances, conditional use permits, design review and other
similar planning-related applications; performs zoning verification reviews; reviews and

JOB SUMMARY
Under direction, plans, schedules and supervises the work of field code compliance staff
investigating and enforcing a wide range of municipal codes and ordinances; coordinates the
work with management and staff from other City departments such as Police, Fire, 811illliRg and
ARimal CeRtrel Public Works., as well as representatives of other governmental agencies; and
performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Supervising Code Compliance Officer directs the work of one of #We the code compliance units
responsible for conducting code inspections and ensuring enforcement of state and municipal
codes and ordinances. Incumbents may also perform the more complex and sensitive
investigations and coordinate work with other City departments and governmental agencies to
ensure code enforcement objectives are met. Duties and responsibilities are carried out with a
high degree of independence within the framework of established policies, procedures and
regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

coordinates activities and responsibilities to achieve optimal efficiency and effectiveness.
2. Plans and evaluates the performance of assigned staff; establishes performance

provides coaching for performance improvement; provides or recommends
compensation and other rewards to recognize performance; takes disciplinary action, up

4. Provides training, supervision and oversight of code compliance officers engaged in

land use, health, safety, sanitation, graffiti, parking and abandoned vehicle abatement;

6. Answers inquiries from and advises property owners, builders and the public regarding
compliance with City codes; represents the City in public and community meetings and
