CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
Subiect:
Amendment of City of San Bernardino Municipal Code Title 2, Section 2.15.020, and repealing
Chapter 2.78.
Backl!round:
On March 20, 2006, Ordinance MC-1220 established the Code Compliance Department (San
Bernardino Municipal Code Title 2, Chapter 2.78).
In July 2010, the City reorganized in an effort to streamline operations, create alignment,
combine overlapping functions, and achieve greater efficiencies; this reorganization prompted
the need to revise the San Bernardino Municipal Code to reflect current operations. Part of the
reorganization combined the Code Compliance Department with the Planning and Building
Divisions of the Development Services Department, creating a new department entitled
"Community Development Department." (Ordinance MC-1322, 4/19/10). This change allowed
staff to focus on core services and improved coordination between building inspections and code
enforcement activities.
To better reflect the duties of the department and to maintain consistency with other code
enforcement agencies, it is recommended that San Bernardino Municipal Code Title 2, Section
2.15.020, be amended and that Chapter 2.78 be repealed in its entirety.
It is further requested that the division be referred as the Code Enforcement Division and that the
Director of Human Resources be authorized to update all respective job descriptions.
Financial Impact:
There is no financial impact.
Recommendations:
1) That said Ordinance be laid over for final adoption.
2) Direct staff to make any additional corresponding changes to the City of San Bernardino
Municipal Code.
3) Authorize the Director of Human Resources to update job descriptions to reflect the change.
