Description) Finance: Council Notes: Agenda Item No. CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION Staff Report Subiect: Public Works Department Reorganization. Background: At the beginning of FY 2010-11, the City conducted a reorganization of several departments, including Public Works (formerly Public Services) and Community Development (formerly Development Services). This move provided strategic merging of related services and separation of others. In November of 2010, upon the arrival of the new Public Works Director, it was decided that he would review the current structure of the department for approximately a six-month period and provide recommendations as to further refinements that may be necessary. As a result, several recommendations are being requested that will improve the City's infrastructure and services, and result in anticipated overall net savings to the City of approximately $98,800 ($174,200 general fund savings - $75,400 increased cost to non-general fund). The proposed reorganization consists of three components: the merging of two divisions, shifting certain duties and responsibilities from several divisions to another, and restructuring a current division. The Facilities Management (Facilities) and the Operations & Maintenance (O&M) Divisions are responsible for activities that are, in part, maintenance-oriented and often overlap in their requirements for technical expertise, specialized equipment and contracting processes. It is being recommended that the Facilities Division be deleted and that the responsibilities, staff and equipment of said division be incorporated with the O&M Division. The benefits will be recognized through the centralization of various professionals and experts, providing a larger pool of available staff for better efficiencies, and through the centralization of the various tools and equipment, providing a larger pool of available tools and equipment for better efficiencies. The Traffic Engineering Section ensures adherence to all traffic-related Federal, State and Local traffic regulations. The Traffic Signals, Street Lighting, Striping and Signs units currently reside in the O&M Division and are responsible for the operations and maintenance of road appurtenances, other than road structural components; such activities are required to be in substantial conformance with all Federal, State and Local laws and regulations. In that these four O&M activities (Traffic Signals, Street Lighting, Striping and Signs) are closely related and integrated with the functions of the Traffic Section in the Engineering Division, it is recommended to move these units from the O&M Division to the Engineering Division as a new unit under the Traffic Engineering Section. The Traffic Signals unit is extremely under-staffed and challenged with only two employees and one contractor, resulting in numerous traffic signals not operating for efficient traffic flow, which is detrimental to the economy and environment. It i is recommended that the vacant Signal/Lighting Supervisor position be filled and that the current traffic signals inspection contract be terminated. The benefits of these recommended changes to the Traffic Engineering Section would be substantially-improved traffic conditions throughout the City; adherence to Federal, State and Local codes and regulations; and an efficiency and responsiveness in balancing divisional staff. At the request of the Public Works Department, the Human Resources Department conducted a classification review on two Sewer Maintenance Worker positions. After a comprehensive review, the Human Resources Department found that the two Sewer Maintenance Worker positions were performing a variety of duties that were more comparable to the position of Pump Mechanic in the job market; therefore, it is the recommendation of the Human Resources Department to establish the position of Pump Mechanic and reclassify the two Sewer Maintenance Worker positions to better reflect the employees' essential duties and responsibilities. The Public Works Department is currently comprised of several disparate functions and activities, with each area conducting its financial and administrative operations separately through varied approaches, resulting in inefficiencies, errors, inconsistent processes and procedures, and financial liabilities. Integral to the implementation and success of the recommendations previously described and to enhance the Administration Division, it is recommended that the position of Administration Division Manager (U) be created and filled, along with the move of certain administrative and financial staff currently residing in the different divisions to the Administration Division. Benefits will be seen through better utilization (and enhancement) of financial and administrative expertise, including oversight of the departmental budget development and administration; establishment of financial and procedural guidelines; establishment of realistic and defensible approaches to the implementation of upcoming revisions to rate structures (refuse and sewer); establishment and monitoring of performance measures; evaluation and implementation of uniform procurement/contracting practices; establishment of succession plans; identification and securing of new grants; identification of proposed Federal/State legislation impacting Public Works; and reducing risk and liabilities. The proposed reorganization, as presented, intends to realize greater efficiencies, improved service quality, reduced costs and presents an improved structure poised to address the City's current and future needs and challenges. DISTINGUISHING CHARACTERISTICS Pump Mechanic is the journey-level classification in the Public Works Department. Incumbents perform a variety of skilled, journey level duties involved in the inspection, diagnosis, troubleshooting, maintenance, repair, installation and servicing of wastewater collection equipment components and machinery. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Performs routine maintenance, repair, servicing, and installation of the City Pump Lift Stations. 2. Conducts welding, brazing, pipefitting fabrication for the installation of piping and valves and specialized equipment and devices. 3. Test and monitor equipment, repair and replace defective parts in electrical controllers and machinery. 4. Rebuild equipment to manufacture specifications, including pumps, motor controller, transmitters, level controllers, alarm systems, emergency engines and generators using operations performance standards; to include standard and specialized testing equipment. 5. Maintaining propane fueling systems, coordinating refueling schedules, conducting scheduled load tests and pumping requirements. 6. Interface with emergency response teams using installed monitoring systems, cell phones and alarm systems. 7. MINIMUM QUALIFICATIONS Education, Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent; and four years of progressively responsible general public works maintenance experience with one year of experience in the maintenance, repair, servicing, and installation of the Pump Lift Stations; or an equivalent combination of training and experience.
