Backe:round On May 16, 2011, Mayor and Common Council approved the Firefighter Cadet Program and directed the Fire Chief to implement the program. Part of the implementation requires the establishment of three new classifications: Fire Recruitment Supervisor, Fire Prevention Associate/Trainee and Firefighter Cadet. The request to establish the new classifications was presented to the Personnel Committee on June 9, 2011. The Firefighter Cadet program is part of a comprehensive recruitment and training program that will focus on San Bernardino community members as young as 9th grade and through college- age, providing a pathway for younger community members to achieve a career in the fire service. The initial program will recruit and train 10 new Firefighter Cadets. Participants in the program will be given advanced training opportunities and exposure to Fire Department operations that will prepare them for a career in the fire service. Additionally, participants will be required to complete the college classes needed to meet the minimum qualifications for employment as a Firefighter with San Bernardino Fire Department. In the absence of an open Firefighter position, cadets who have completed the program can be offered employment in another funded Fire Department position in which they qualify. lfthe Cadet is under the SBETA program, the City would be required to retain the employee and pay hislher wages for six months; therefore, it is necessary to establish the position of Fire Prevention Associate/Trainee, which will be a part- time, temporary position in the Fire Department to perform fire prevention duties. All positions will require each candidate to meet and pass the background qualifications for the position. Due to a lack of Departmental resources and to ensure adequate training, the establishment of a Fire Recruitment Supervisor position is required and will become part of the Cadet Program. DISTINGUISHING CHARACTERISTICS The Fire Recruitment Supervisor works under the supervision of the Fire Department Training Division Chief. Supervises Fire Cadets and Fire Explorers. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude it from the position if the work is similar, related or a logical assignment to this class: 1. Provides courteous and expeditious customer service to the general public and City department staff. Maintains a professional demeanor, communicates effectively with members of fire administration and promotes good order in the organization. 2. Supervises and directs the work of Fire Cadets and Fire Explorers. Provides training on the subjects of structural fire behavior and firefighting, wildland fire behavior and firefighting, hazardous materials identification and response to related emergencies, pre- hospital medical care, technical rescue, aircraft rescue firefighting, fire prevention practices, community relations, and other training subjects as needed. 3. Ensures the safety of Fire Cadets and Fire Explorers during all activities, identifies potential risks and takes measures to mitigate or avoid, reports safety issues to his/her immediate supervisor, communicates potential risks to subordinates to ensure their safety. 4. Directs and supervises preventive maintenance and housekeeping tasks on City property, coordinates Fire Cadet and Fire Explorer work on community projects, plans and supervises vegetation management activities for Fire Cadets and Fire Explorers, coordinates Fire Cadet and Fire Explorer activities involving public events and training delivered to the public. 5. Prepares operational reports regarding department recruiting, training, and hiring programs as directed; ensures that logistical needs for assigned program areas are met; arranges and supervises transportation of subordinates to off-site activities. 6. Works with the Fire Department Training Division on tasks related to recruitment, hiring processes, training, and selection process for Fire Cadet and Fire Explorer programs. 7. Four (4) years of previous service as a Fire Captain or above, preferably with the San Bernardino City Fire Department. Licenses; Certificates; Special Requirements: A valid Class "B" F/S California Driver's License with an "X" endorsement and a valid medical examiner's certificate. A valid Emergency Medical Technician (EMT) certificate. Must be certified on one fire engine. Must have achieved State Fire Officer Certification or successfully completed the required classes prior to appointment. ICS-220 (12 to 16 hours, National Fire Academy Model) or 1-200 (Basic ICS), 1-300 (Intermediate ICS). DISTINGUISHING CHARACTERISTICS Fire Prevention AssociatelTrainees are responsible for enforcement of the City Municipal Code and other requirements establishing fire prevention and life safety requirements for public buildings and other buildings of public assembly. DISTINGUISHING CHARACTERISTICS The Firefighter Cadet is a non-safety, pre-service, part-time, temporary classification which will prepare the individual for an entry-level position as a Firefighter. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for positions in this classification. Any single position may not perfonm all of these duties and/or may perfonm similar related duties not listed here: 1. The Firefighter Cadet will be required to satisfactorily complete courses of study presented at an accredited basic fire academy, which include but are not limited to: Fire Hose Lays, Fittings & Appliances, Fire Apparatus, Ropes & Knots, Characteristics & Behavior of Fire, Fire Stream Principles, Ventilation Practices, Building Construction for Fire Protection, Fire Hydraulics, Communications, EMT Review, Fire Service Ladders, Auto Extrication, Radiological Monitoring, Emergency Driving, Hazardous Materials, Flammable Liquid Fire Control, Wildland Fire Control, Fire Investigation, Aircraft Rescue, Structure Fire Fighting, and Principles of Helicopter Safety. 2. The Firefighter Cadet will also be required to participate in public education events, general maintenance and improvement activities for City properties and facilities, vegetation management and clearing, general improvements of other facilities and areas as determined by the Fire Chief, and other related work as required. MINIMUM QUALIFICATIONS Education, Training and Experience: Graduation from high school or GED equivalent. Licenses; Certificates; Special Requirements: A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance policy. Current participation or completion of a fire-related training program approved by the Fire Chief is preferred. Once a candidate has been selected for employment as a Firefighter Cadet, he/she must attend and satisfactorily complete training that is approved by the Fire Chief within a specified period of time. Failure to successfully complete these classes will result in dismissal from the cadet program. Within accepted medical standards, weight must be in proportion to height. Must be at least 18 years of age. Minimum eyesight requirements: 20/40 uncorrected both eyes, correctable to 20/20 both eyes; must pass a color perception test, criminal and traffic record check, background investigation, physical and agility requirements. PHYSICAL DEMANDS The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.
