Staff Report
Subject:
Resolution of the City of San Bernardino approving the application for the Statewide Park
Program Grants Funds.
Background:
On November 7, 2006, California voters passed Proposition 84, approving $368 million in
funding for critically underserved communities throughout California through the development of
a statewide park grant program. In October 2009, the California State Parks Office of Grants &
Local Services announced the process and evaluation criteria for the first of two rounds of these
competitive grants. Qualifying communities that submitted applications by the March 1, 2010
deadline could receive up to $5 million per project for the development of a new park, or
improvements to existing facilities. The staff recommended that the City of San Bernardino apply
for Proposition 84 grant funding for the construction of one new neighborhood park and the
renovation of three existing parks.
In November 2010, the Office of Grants and Local Services awarded 62 grants totaling $184
million through Round One. The average grant amount was approximately $2.97 million. Of
the 62 grants awarded, 50 were new parks and 12 were existing parks to be substantially
improved or expanded. The City of San Bernardino was not one of the grant recipients.
According to the State Office of Grants and Local Services, more than 475 applications were
received requesting $1.6 billion, far exceeding the $184 million available in Round One.
Following a series of meetings between Staff and State Parks representatives, combined with
increased advocacy from local officials and media on behalf of San Bernardino, the City was
encouraged to resubmit an application for Round 2 Proposition 84 funding. In particular, San
Bernardino was advised that new park space grant applications were more competitive than
existing park renovations grants. Upon review of the City's previous application submittals, only
one application was for a new park (E Street). This site proved to be highly competitive in all
categories with the exception of one-site control.
Following a presentation by the Mayor's Office, the San Bernardino Valley Municipal Water
District (SBVMWD), which owns property at the intersection of 9th and E Streets, has approved
a partnership with the City to resubmit the E Street Park grant application for Round 2
Proposition 84 funding. The partnership addresses the critical deficiency of site control in the
previous E Street Park application. The Proposition 84 Round 2 application deadline is July 1,
2011.
Parks, Recreation & Community Services has updated the City's Round I staffreport to reflect a
resubmittal of the E Street application with the project to be located on the SBVMVD property
located on the northwest comer of 9th and E Streets. In addition, with concurrence from the City
Manager's Office, the Mayor's Office has engaged the services ofMVR Consulting to spearhead
the planning, coordination, and design for the resubmittal of the City's E Street Park Round 2
Proposition 84 grant application. MVR is experienced working with the City of San Bernardino
and the Proposition 84 program. MVR successfully facilitated a $5 million grant for Cathedral
City during the Proposition 84 Round I process.
Although the resubmittal grant application has not been completed, MVR and City staff have
started the process by scheduling a series of June workshops in order to update the community
input for E Street Park in preparation of submitting the Round 2 grant application by the July I sl
deadline. It is anticipated that the consultant will have the application available for review the
final week of June.
The Proposition 84 Statewide Park Grant Program will have no further funding rounds after
Round 2 is completed. If the City is successfully funded through Round 2, the park must be
completed and open to the public June 30, 2017.
Recommendation:

WHEREAS. the applicant will enter into a contract with the State of California to
complete the grant scope project;
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS;
Section 1. That the City of San Bernardino Mayor and Common Council hereby
approves the filing of an application for the "E" Street Park, and
Section 2. That the City has or will have available, prior to commencement of
any work on the project included in this application, the sufficient funds to complete the
project; and
Section 3. That the City has or will have sufficient funds to operate and maintain
the project(s), and

Section 4. That the City has reviewed, understands, and agrees to the General
Provisions contained in the contract shown in the Grant Administration Guide; and
Section 5. That the City Manager or his designee is hereby authorized to conduct
all negotiations, sign and submit all documents, including, but not limited to
applications, agreements, amendments, and payment requests, which may be necessary
for the completion of the grant scope; and
Section 6. That the City hereby agrees to comply with all applicable federal, state
and local laws, ordinances, rules, regulations and guidelines.
