Staff Report
Subject:
Resolution ratifying the submittal of the Funding Request Form to the Department of
Resources Recycling and Recovery (CaIRecycle) for Beverage Container Recycling
and Litter Reduction Activities.
Background:
The California Beverage Container Recycling and Litter Reduction Act provides funding
to local governments for specified beverage container recycling and litter reduction
activities that encourage communities to recycle beverage containers.
The Funding Request Form for Beverage Container Recycling and Litter Reduction
Activities, if approved, will provide $51,953 for continued implementation and promotion
of beverage container and litter reduction activities within the City. The City has
received the funding from the Department of Conservation, Division of Recycling for the
last nine years. This will be the tenth year the City has requested the funding and the
Department of Resources, Recycling and Recovery (CaIRecycle) is now administering
this program.
A proposed project utilizing this funding includes continued implementation of the
recycling program at City facilities which will consist of recycling containers, signage,
and efforts to increase program participation. As well, this funding will allow for the
expansion of commercial, commingled recycling at local businesses and multifamily
housing units. Finally, this funding will provide an opportunity for an expanded public
education campaign to include community-wide signage, recycling guides, and staff
training to promote beverage container recycling and litter reduction.
The Grants Ad Hoc Committee considered this item on May 31, 2011 and has
recommended approval. The funding application was submitted electronically by the
deadline of May 31,2011. The grantterm is July 1,2011 through June 30, 2012.
Financial Impact:
The funding amount is $51,953. There are no matching funds required by the City.

RESOLUTION RATIFYING THE SUBMITTAL OF THE FUNDING REQUES
FORM TO THE DEPARTMENT OF RESOURCES RECYCLING AND RECOVER
(CALRECYCLE) FOR BEVERAGE CONTAINER RECYCLING AND L1TTE
REDUCTION ACTIVITIES.
WHEREAS, the people of the State of California have enacted the Californi
Beverage Container Recycling and Litter Reduction Act (Public Resources Code Sectio
14500 et. seq.) that provides funds to cities and counties for beverage container recycling and
litter cleanup activities;
WHEREAS, the Department of Resources, Recycling, and Recovery (CaIRecycle)
has been delegated the responsibility for the administration of the program within the State,
setting up necessary procedures for cities and counties or their designees under the program;
WHEREAS, Per Section 14581 (a)(4)(B) of the California Beverage Container
Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request
Form by the due date and time in order to be considered to receive funds from the CalRecycle;
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the Mayor and Common Council of the City of San Bernardino
ratify the submittal of the Grant Application Form to CalRecycle (attached hereto as Exhibit "A"
and made a part hereof). The City Manager or his designee, is hereby authorized to execute
in the name of the City of San Bernardino all necessary forms for the purposes of securing
payments and to implement and carry out the purposes specified in the Section 14581
(a)(4)(B) of the California Beverage Container Recycling and Litter Reduction Act and provide
information regarding this program to the Division upon request.
