Synopsis of Previous Council Action:
5/17/2011- Legislative Review Committee recommended that the item to establish a
2011 Census - Redistricting Task Force be referred to Mayor and Common Council.
2/15/2001 - Mayor and Common Council appointed a Task Force to begin the process
of redistricting the ward boundaries
2/8/2001 - Legislative Review Committee recommended that the request to establish a
2000 Census Task Force be referred to Mayor and Common Council.

2010 Census - Establishing Redistricting Task Force Reapportionment of Common Council
Wards - Task Force Appointment

The City Charter, in Section 3, provides that:
"The Mayor and Common Council by ordinance shall divide the area of the City into
seven wards of approximately equal population and thereafter shall periodically change
the boundaries of the wards to maintain them in compact form and as nearly equal in
population as possible, provided that such changes shall not be made more than once in
any two year period nor within 90 days of any general municipal election."
Every ten years, the federal government conducts a census of the nation's population.
Statistically, any change in the population over 5% represents a significant change in the number
of people living in a city. The 2010 Census data indicates that San Bernardino has experienced
an approximate 12% growth in population since the 2000 Census. In order to determine the
impact of any population changes reflected in the 2010 Census data, it is recommended that the
Mayor and Common Council appoint a Redistricting Task Force to begin the process of
determining the appropriate reapportionment of Common Council wards. It is further
recommended that this Task Force include representatives from the following departments: City
Manager, Council Office, City Attorney, City Clerk, Community Development, Information
Services, and Public Works. No elected official may serve on the Task Force except the City
Clerk or her designee.
The process of inputting, reviewing and analyzing the data from the 2010 Census is anticipated
to require approximately 14 months, concluding in July, 2012. During the process, the Task
Force will make presentations to the Council members and conduct workshops with community
groups. The proposed process and timeline are outlined in Attachment A. On May 17, 2011 the
Legislative Review Committee, via unanimous consensus, approved moving this item forward to
Mayor and Common Council for consideration.
Financial Impact:
There will be no financial impact associated with the action.
Recommendations:
Appoint a Task Force, as described in the staff report, to begin the process of analyzing the 2010
Census data and potentially recommending redistricting of ward boundaries.
