HomeMy WebLinkAbout2011-046 (NOTE: COMPANION RESOLUTION 2011-45) , . 1 2 3 4 RESOLUTION NO. 2011-46 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO IN OPPOSITION TO THE GOVERNOR OF CALIFORNIA'S PROPOSAL TO ABOLISH ENTERPRISE ZONES IN CALIFORNIA 5 WHEREAS, as part of its 2011-2012 budget proposal, the Governor has proposed abolishing 6 California's 42 Enterprise Zones; and 7 WHEREAS, the purpose of the State Enterprise Zone Program is to stimulate business and 8 industrial growth in depressed areas in the State of California by allowing businesses located within 9 a State designated enterprise zone to take advantage of certain credits and deductions against their 10 State tax liability; and 11 WHEREAS, the State has very few tools at its disposal to attract new businesses and help 12 create jobs, especially in the most distressed communities; and 13 WHEREAS, areas in which enterprise zones are located have significantly higher 14 unemployment rates, some reaching close to 40 percent for minority populations; and 15 WHEREAS, in 2010, enterprise zones created or retained 118,000 jobs in California at a 16 time when the state is experiencing unprecedented unemployment; and 17 WHEREAS, part of the long-term solution to California's budget distress is economic 18 growth, enterprise zones are an important part of that path to recovery; and 19 WHEREAS, the Governor's proposal will destroy local business and job growth. In 2010, 20 the City of San Bernardino's enterprise zone activities were responsible for projects such as: Kohl's 21 online order distribution center, Dollar Tree's distribution center, Leggett & Platt manufacturing, 22 Royal Appliance manufacturing and Interline Brands' distribution center which collectively resulted 23 in 2,276 jobs being vouchered, as well as additional tax revenue. 24 NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Mayor and Common Council 25 of the City of San Bernardino formally opposes the Governer ofthe State of California's proposal to 26 abolish Enterprise Zones in California. 27 28 1 tH An~n~~o\~......1"';"n.\Ro>."I,,t;"n.\'Ol1\I\?_??_11 R...,.,ll1t\"n Onll....in<r ,he Governor', Pronosal to Abolish Enlemrise Zones MeC Reso B.doc 2011-46 1 THEREFORE, BE IT FURTHER RESOLVED, that the Mayor and Common Council 2 authorizes its Council and staff to communicate its opposition to this proposal to the Governor, the 3 Legislature, business groups and citizens. 4 Section 1.
