STAFF REPORT
AECOM-AMENDMENT NO. 1
TO THE
PROFESSIONAL SERVICES AGREEMENT
(STREETSCAPE DESIGN FOR DOWNTOWN SAN BERNARDINO)
BACKGROUND:
In July 2008, a multidisciplinary team of experts from EDAW/AECOM and the City of San Bernardino
Economic Development Agency("Agency") Staff started the work of preparing the San Bernardino Downtown
Core Vision& Action Plan("Vision&Action Plan")for the City of San Bernardino ("City"). The preparation
of the Vision & Action Plan included the involvement of many stakeholders resulting in a plan that is flexible,
realistic and achievable. The Vision & Action Plan identified and proposed many potential improvements,
design concepts and development strategies that comprise a set of goals and a shared vision for revitalization of
the Downtown Core area of the City.
In June 2009, the Mayor and Common Council of the City of San Bernardino ("Council") and the Community
Development Commission of the City of San Bernardino ("Commission") approved and endorsed the City's
Vision & Action Plan, and directed Agency Staff to proceed with the Implementation of the Vision & Action
Plan in conjunction with economic and market opportunities and private sector development participation.
In July 2010, the Commission approved and authorized a Professional Services Agreement by and between the
Agency and AECOM, to provide consultant services for the preparation of a streetscape design for Downtown
San Bernardino. AECOM is a architecture, design and engineering firm that provides fully integrated
professional technical and management support services for transportation, energy and water systems, to
enhancing environments and creating new buildings and communities.
In August 2010, Agency Staff and AECOM started the process of planning and preparing a series of concepts
and schematic streetscape designs for the development of an enhanced streetscape for Downtown San
Bernardino. As depicted in Exhibit "A", the new streetscape will take advantage of the ongoing improvements
along the I-215 Freeway and new on/off ramps into the Downtown area, along with new ingress/egress and
routing for the following seven streets, corridors and areas listed below:
• Second Street,at I-215 Freeway
• Fourth Street Corridor-"H" Street to Arrowhead Avenue
• Fifth Street, at I-215 Freeway
• Fifth Street Corridor-"H"Street to Mountain View
• Court Street Corridor-"E" Street to Arrowhead Avenue
• `B" Street Corridor-Court Street to Fifth Street
• "F" Street Corridor-Fourth Street to Fifth Street
Since August 2010, AECOM has met and conferred with Agency Staff, gathered and researched relevant data,
conducted a project area survey, and held stakeholder interviews with the Councilmember for the lsl Ward,
some City staff, as well as other agencies and interested stakeholders.
On two separate occasions, September 30, 2010 and November 17, 2010, Agency Staff hosted a Streetscape
Planning and Design Community Workshop/Open House. Approximately 80 individuals attended both

Workshops to obtain a project overview, information about streetscapes and design, a presentation of case
studies of other downtown streetscapes, a snapshot of potential streetscape improvement materials, and a
presentation of draft alternative streetscape themes and concepts. In addition, Agency staff used the Downtown
Harvest Market to inform the public about the Streetscape Project.
CURRENT ISSUE:
In July 2010, the Commission adopted a Resolution approving an agreement between the Agency and AECOM
for the San Bernardino Downtown Streetscape Planning and Design Project. This agreement was awarded
because of the Agency's desire to move forward with implementing streetscape improvements identified in the
Vision & Action Plan. It was important to have continuity between the Vision & Action Plan and the
Streetscape Plan, hence, the Agency approached AECOM to consider providing the necessary services to
prepare the necessary streetscape concepts, designs and plans, due to their previous involvement and experience
with the Downtown Vision Plan & Action Plan and their experience in preparing similar streetscape plans and
programs for many public agencies in Southern California. Therefore, the AECOM agreement originally was
awarded on a sole source basis and the same analysis applies here.
As work on the San Bernardino Downtown Streetscape Planning and Design Project is nearing the final stages
of completion,AECOM, along with Agency Staff, is working to finalize a Preferred Streetscape Concept, which
reflects a"Modern Retro" Theme, including plant palette, materials palette, signage and way finding, gateways
and street layouts, phasing and estimated costs for implementation. It is anticipated that the Streetscape
Planning and Design Project will be completed in May 2011. The completion of the Streetscape Project will
include a phasing plan which outlines a proposed schedule for improvements and a set of schematic design
drawings and plans for the first phase of the Project, the Theater Square Area.
During the course of developing the Preferred Streetscape Concept, Agency Staff continued to implement the
San Bernardino Downtown Core Vision & Action Plan by starting the design and construction phase for the
Downtown Theater Square Project. Theater Square is one of the Agency's first step in revitalizing the
Downtown Area and is bounded on 5"' Street to the north, "E" Street to the east, 0' Street to south and "F"
Street on the west.
To complement the design and construction effort for Theater Square,Agency Staff would like to move forward
with the preparation of final design and construction drawings for the bids for the construction of a portion of 4t'
Street, between `B" and "F" Streets. The preparation of final design and construction drawings were not
included in the current AECOM contract.
Because AECOM will prepare schematic design drawings and to maintain the momentum of the Streetscape
Project, it is logical and economical for them to complete the design and construction drawings. Thus, Agency
Staff, along with AECOM,has determined that additional tasks are needed, consisting of the following:
• Preparation of 60% Construction Drawing: Based upon the Agency approved Schematic Design
Package, refine the Preliminary Design to a 60% Construction Document level for 4th Street
between`B" Street and"F" Street.
• Preparation of 100% Construction Drawings: Based upon the Agency approved 60% Construction
Document Package, prepare Construction Documents suitable for bidding and construction for 4th
Street between E Street and F Street.

• Preparation of a Water Quality Management Plan: Site topography, existing infrastructure, land use,
impervious surface, and general drainage characteristics will be summarized from the drainage
study and analyzed relative to the proposed designs in a City-compliant Water Quality Management
Plan(WQMP).
• Bid Assistance: Assist the Agency in the preparation of Construction Documents and in the bidding
process and evaluation.
• Construction Administration: Make periodic site visits to monitor the progress of the work and to
determine if the Project is proceeding in accordance with the design intent of the Construction
Documents.
Thus, the Agency prefers to continue its relationship with AECOM for the preparation of final design and
construction drawings for a portion of 4th Street, between `B" and "F" Streets, given their qualifications,
previous involvement and experience with the Downtown Core Vision & Action Plan and the Streetscape
Planning and Design Project for the Downtown Area, and amend the current Professional Services Agreement
("Agreement")with AECOM for an amount of not to exceed $275,000. The amended amount will be added to
the dollar amount of the original contract with AECOM for an overall amount of$475,000.
Please note that the improvements for 4th Street are funded through bond proceeds (Series B —Tax Allocation
Bonds, $2,000,000). The Commission approved the issuance of Taxable Recovery Zone Economic
Development Bonds (4th Street Corridor Project) and Tax Allocation Bonds (Northwest Redevelopment Project
Area Infrastructure Projects) and the loan of the proceeds thereof to the Redevelopment Agency of the City of
San Bernardino to implement proposed public improvements.
ENVIRONMENTAL IMPACT:
This amendment to a contract for professional services does not meet the definition of a"project"under Section
15378 of the California Environmental Quality Act(CEQA).
FISCAL IMPACT:
The amended cost of the proposed amendments to the Professional Services Agreement with AECOM is
$275,000,which is included in the Fiscal Year 2010-2011 Agency Budget.
RECOMMENDATION:
That the Community Development Commission adopt the attached Resolution.
