Synopsis of Previous Council Action
4/26/2011 - At the Workshop on Boards and Commissions the Mayor and Common Council:
I. considered the elimination of the Central City Parking Place Commission, the
Community Television Commission, and the Youth Advisory Commission and
directed staff to bring the matter back for action;
2. directed staff to prepare the necessary documentation to change the Santa Ana
River Trail Commission to an ad-hoc committee

Elimination and Restructuring of Certain Commissions

Over the years, the Mayor and Common Council have adopted a number of resolutions
and ordinances related to the establishment of Boards and Commissions in addition to
those identified in the Charter. On October 18, 2004 the Mayor and Common Council
adopted an ordinance relative to abolishing certain Boards and Commissions which had
been inactive. On May 18, 2009, the Mayor and Common Council referred a
recommendation to transfer the duties of the Bureau of Franchises to the Police
Commission to the Legislative Review Committee for consideration.
At the March 2010 retreat, entitled "Building a Better Community," the Mayor and
Common Council defined a vision and identified a set of strategic goals to achieve that
vision. During this retreat, one of the strategic initiatives presented for consideration was
a Review of Boards and Commissions. The purpose of this initiative was to improve the
efficiency of Mayor and Common Council appointed Boards and Commissions. The
Mayor and Common Council held a workshop on April 26, 2011 to review the number,
roles, and responsibilities of the various Boards and Commissions and approved several
motions to consider amendments to the Municipal Code, including the following:
I. Eliminating Boards and Commission that have served their purpose or are
inactive. There are three commissions to be considered for elimination:
The Central Citv Parking Place Commission has been inactive for many
years. There is no longer a parking district tax and the debt service for the
bonds supported by that tax has been satisfied.
The Community Television Commission's function was impacted by the
State revising the cable franchising regulations. As the City no longer has
franchise rights over the cable industry, there is no longer a regulatory role
for this Commission.
The Youth Advisorv Commission has been inactive for some time; however,
each Recreation Center has a Teen Club that provides input on programs and
activities. The Parks and Recreation Department recommends continuing to
work with the Teen Clubs and to schedule an armual presentation by these
clubs on Youth Issues to the Parks and Recreation Commission. Further, the

scope of the responsibilities of the Human Relations Commission includes a
youth element.
The implementation of the recommendations to eliminate these commiSSIOns
require an ordinance in order to repeal the related provisions of the Municipal
Code.
2. Amending the Structure of an Existing Commission
Given the nature and timing of the issues that are reviewed by the Santa Ana
River Trail Commission, the Mayor and Common Council approved a
motion to consider amending its structure to be an ad-hoc committee.
Implementing this change requires an ordinance repealing the provisions of
the Municipal Code relative to the commission and a resolution establishing
the Santa Ana River Trail Ad-Hoc Commission.
In addition to these changes to the Boards and Commissions, at the meeting of April 26,
the Mayor and Common Council directed staff to initiate the actions necessary for
establishing a Public Safety Commission by combining a number of existing
commissions. A team of staff members from the various affected departments is in the
process of designing a transition plan for this project, which will involve input from the
members of the existing commissions. The recommendations and options related to the
Public Safety Commission will be presented to the Mayor and Common Council at a later
date.
Financial Imoact
There will be some savings to the City as a result of this action. As three of the
commissions recommended for elimination are either inactive or have served their
purpose, the City is not incurring any expenditures currently. There will be an annual
savings of approximately $8,400 related to the reduction of staff time, posting and
mailing costs associated with the elimination of the Cable Commission. The elimination
of the Santa Ana River Trail Commission from the Municipal Code and establishment of
a new Ad-Hoc Commission will be expenditure neutral.
