SUBJECT: DELMANN HEIGHTS - PROPOSED ALLEY VACATIONS

The residents that adjoin the alley designated as Parcell in
your proposed alley vacation receive metered water service
through a water main located in the alley. We must have
access to read the meters on a monthly basis, and to perform
periodic maintenance on the main, service laterals and
meters.
We, therefore, request that you reserve a dedicated utility
easement in the alley designated as Parcel 1 that is as wide
as the current right of way to ensure access to the afore-
mentioned water facilities.
We do not have any objection to the vacation of alleyway
Parcel 2 and 3.
Your consideration in this matter is appreciated.

STAFF REPORT
Due to the high crime rate in the Delmann Heights area, that area generally bounded by
Highland Avenue, Cajon Boulevard, Medical Center Drive and California street, it was
recently suggested by the Police Department, in a study made of the area, that all
alleys in the area be vacated, thus limiting access to the rear of the properties.
staff made a field check of the area, and several observations to the feasibility of
the proposed vacation was made
1. The East/West alley just North of Highland Avenue, between Medical Center
Drive and Garner street, should not be included in this proposal, since it
provides rear access to parking for businesses along the North side of
Highland Avenue.
2. Two other alleys remain subject to the
Northwesterly/Southeasterly alley, from Darby
South of Cajon Boulevard, and the North/South
West of Medical Center Drive.

3. Several of the properties adjacent to the subject alleys have gates located
to the rear of the property. Some of these properties have garages located in
the rear, and the alleys seem to provide the only means of access.
4. Staff was unable to determine just which of the occupants actually used the
rear access to their respective properties.
5. Vacating the alleys would cut off rear access to the occupants as well. This
action might result in a large number of protests being filed by the property
owners or occupants.
If authorization to proceed with this proposal is given, all
occupants will be notified of the proposal and given an
objections or make recommendations.

Since this proposal is City initiated, the $400.00 filing fee will be waived.
Based upon the above, and upon the authorization being given to the Director of Public
Works/City Engineer and the City clerk to proceed with this proposal, it is
recommended that a finding of need for health and safety for the proposed vacation be
made, and that Plan No. 7525 be approved.

Attached is a report that was compl eted with fund ing through our crime
resistance grant for the Delmann Heights area. We paid for a consultant to
inspect the Delmann Heights area and provide observations and
recommendations that will enhance our crime reduction efforts.
The consul tant has made numerous recommendati ons that reduce the
opportuni ty for crime to occur. The recommendati ons span the
responsibilities of numerous City departments and include a major critical
decision associated with Cal Trans and freeway construction which is to
begin next month.
I consider the report and recommendations to be a very exciting
consideration to enhance the safety and wel fare of the Delmann Heights
residents. The consultant's recommendations, fully implemented, I believe
will achieve significant crime reduction and increase safety for the
citizens. This project can be a model project for the City for other areas
of the community experiencing significant crime problems. In fact, in my
opinion, this project will be a model project for the nation related to the
problem of crime ridden neighborhoods in urban areas.
I would appreciate your review of thi s document. There is a matter of
urgency assoc i ated with impl ementati on rel ated, in part, to the rapidly
approaching freeway construction. I bel ieve a workshOp with affected
department heads and the Hayor and City Council is in order to discuss the
recommendations of the consultant and establish policies for their
implementation. I will be asking the Mayor and Council to schedule such a
workshop. Thank you for your time and cooperation.
