Synopsis of Previous Council action:
At the City Council Meeting of July 18, 1988, the Council allocated $36,000
to fund the Police Department's "Tactical Action Plan 1." This funding
was to last for a period of 90 days. The funding was to be used for over-
time for personnel assigned to cruising activities occurring on Mt. Vernon
Avenue.
Recomment:Jed motion:
That the balance of $21,630 approved for funding the anti-cruising
program for 90 days be carried over to extend the effort for an
additional 180 days.

STAFF REPORT
PROBLEM:
The Mayor and Common Council authorized $36,000 for a 90-day, anticruising
program which had been submitted by the Police Department. The program
is scheduled to end on October 9, 1988. Although the problems created by
the Mount Vernon cruisers have been dramatically curtailed, additional time
is necessary to complete the operation.
RECOHHENDATIONS:
The Department's recommendation is to continue with our current enforcement
tactics for the next six months, using the necessary funds from the unused
portion of the original allocation.
FINDINGS:
Tactical Action Plan #1 was approved by the Mayor and Common Council. It
was implemented on July 22, 1988. This plan utilized the following police
personnel on Fridays, Saturdays, and Sundays: (1) sergeant, (4) motor
officers, (3) patrol officers, and (3) reserve officers. This plan was
used on the first three weekends. Because of the significant reduction
in cruisers, the plan was modified.
The modified plan utilized the following personnel: (1) sergeant,
(3) motor officers, and (3) reserve officers. The reserve officers manned
barricaded intersections on Mount Vernon at 14th Street, 4th Street, and
Mill Street. The motor officers were utilized as rovers.
A third modification was made in weekend #8. Only (3) reserve officers
were assigned, along with a sergeant. Two of the reserves manned
the barricaded intersections of 14th and Mount Vernon, and Mill and
Hount Vernon. The third served as a rover. Barricading these intersections
was used at these chronically problematic intersections as the perceived
need arose.
Saturday night of weekend #10 was left open (no personnel assigned) to
evaluate the progress being made. Cruisers were "very light". During
this evening, one group of eight and a later group of fourteen
cruisers had parked on 14th Street, east of Mount Vernon. They were
moved along by regularly assigned officers.
A survey of the affected neighborhoods revealed a great deal of satisfaction
by the constituents with the progress being made with the cruiser problem.
This included contacts with businesses and residents.
Working with Public Works, "No Parking" signs were erected on 14th Street
between Turrill and Mount Vernon.
The following is a statistical breakdown of the costs and workload data
as of September 29, 1988:

The workload data does not completely and accurately reflect the impact
of the enforcement efforts. This was only an ancillary purpose of our
efforts. A proactive approach to the cruiser problems was implemented
through traffic diversion prior to the cruising groups forming at
problem locations. This has achieved a significant and dramatic
decrease in the cruisers and the problems that they created.
However. the tenacity to reestablish cruising patterns by the cruisers
is significant. If the Department terminates the enforcement actions
at the end of the 90-day period. the "general" cruising population
will grow around the "hardcore" cruisers that show up on "open" nights.
By continuing our current course. the appropriate message will be sent
to the "hardcore" cruisers by display"ing our community resolve to
solve the problems created by the cruisers.
