2 RESOLUTION OF THE CITY OF SAN BERNARDINO RELATING TO
AMENDMENT PROCEDURES FOR AMENDING THE INTERIM POLICY DOCUMENT
3 PENDING ADOPTION OF A FINAL GENERAL PLAN.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

Pursuant to page 10, paragraph 25, of the
SECTION 1.

Interim Policy Document, and pursuant to page 2, condition 3, of

the June 9, 1988 letter from the State of California Office of
8
Planning and Research regarding the City of San Bernardino Second
9
General Plan Extension, the Mayor and Common Council hereby
adopts the "Interim Policy Document Amendment Procedures" as
stated in Attachment "A", attached hereto and incorporated
herein, for amending the Interim Policy Document pending adoption
of a final General Plan.

INTERIM POLICY DOCUMENT
Amendment Procedures

The Interim Policy Document (IPD) was adopted by the Mayor and
4 Common Council and approved by the state Office of Planning and
Research on June 9, 1988. The IPD consists of a Preferred Land
5 Use Al ternative map and policies that will guide development
until adoption of the General Plan. The Mayor and Common Council
6 may make changes to the Preferred Land Use Alternative map during
the final hearing process for adoption of the General Plan or
7 from time to time during the General Plan revision process.
8 Projects which are consistent with the Interim Policy Document
(IPD) may be processed pursuant to the provisions contained in
9 the IPD. Amendments to the IPD may be considered by the City as
outlined below. Amendments to the IPD shall not be detrimental
10 to the adoption of the final General Plan.

Applicability

Requests for amendments to the text or map of the
Interim Policy Document not considered or acted upon
by the Mayor and Common Council during the public
hearings March 7, 1988 through May 23, 1988 for
adoption of the Preferred Land Use Alternative map
may submit amendment applications. Requests
considered and acted upon by the Mayor and Common
Council during the public hearings March 7, 1988
through May 23, 1988 may not submit amendment
applications. The Planning Department has an audit
trail on file which lists all properties considered
and acted upon by the Mayor and Common Council during
the hearing process.

19 II. Environmental Review
20 All amendment applications will be subject to the
provisions of the California Environmental Quality
21 Act.

PREAPPLICATION CONFERENCE

It is required that the applicant discuss
his proposal with a member of the Future
Planning Division of the Planning
Department prior to filing. This
discussion would cover the applicant's
request and the procedural steps required.

FILING REQUIREMENTS
1.
Application Form
Two copies of the application for Amendment
to the Interim Policy Document are to be
submitted. All applications shall contain
the signature of the legal property owner(s)
or a notarized letter signed by the legal
owner(s) authorizing a third party to
represent vested interests. This applies
even though specific property is in a
contingency escrow to be sold on agreement
between involved parties. A title report or
grant deed shall be required with the
application.
2. Map of Property
If a change or clarification is proposed in
the Preferred Land Use Alternative, a map of
the area proposed for the change is to
accompany the application, and is to include
enough of the surrounding area (at least 300
feet) as is appropriate to adequately study
the impact of the proposal. The size of the
study area and scale of the map shall be
determined at the preapplication conference.
An 8 1/2" x 11" transparency of the study
area shall be provided.
3. Proposed Text Change
If a change is proposed in the text of the
Interim Policy Document, an exactly worded
proposal is to accompany the application.
This proposal shall reference the existing
document change by location, page, and item
number.

Mailing Labels
Three sets of mailing labels including all
property owners within 500 feet will be
required.
5.
Optional Data
Any other data which might be helpful in
understanding and evaluating the application
shall be determined at the preapplication
conference and required with submittal of
the application.

PROCESSING
The filing deadline is thirty (30) days
prior to the City Council meeting at which
the application may be considered.
Applications for Amendments to the Interim
Policy Document will be analyzed by
Planning staff and a staff report with
recommendations will be prepared.
The Chairperson of the General Plan Citizen
Advisory Committee (CAC) and the
Chairperson of the City Planning Commission
shall be notified promptly of each
application. If time permits they shall
discuss same with their respective bodies
and prepare recommendations prior to the
Council Meeting at which the application
may be considered. If time does not
permit, each Chairperson may present
his/her recommendaitons to the Mayor and
Council on each proposed amendment.
The Mayor and Common Council will consider
the applications for amendments within 30-
45 days of the submission of the
application if possible. Property owners
within 500 feet of the property that is the
subject of the proposed amendment will be
notified, by mail, of the public hearing.
Because the Interim Policy Document expires
in June, 1989, and because it will be
virtually impossible to process an
amendment and issue permits for
applications submitted subsequent to April
15, 1989, no applications for amendments to
the Interim Policy Document shall be
accepted or processed unless submitted on
or before April 15, 1989.
D.
FILING FEE
The filing fee for an application for
Amendment to the Interim Policy Document
shall be $585. This fee does not include
environmental review.
