STAFF REPORT
The Fine Arts Commission has granted another year of funding to Sturges
Center for the Fine Arts for the salary of Harald Luther ($18,910.36).
Employee Harald Luther is an indispensable and valuable asset to
the Sturges Center for the Fine Arts. He was hired near the start
of the restoration and is familiar with every facet of the operation
here.
He is thoroughly grounded in the air conditioning and heating systems,
auditorium lighting and seating, stage rigging, lighting and sound,
idiosyncracies in the other rooms and just about all potential problems
with the facility.
It is Harald who attends to the fountain, varnishes the doors when the
sun dries them out, directs the custodians as to daily needs, spotchecks
for troubles and performs daily tasks, such as mounting and dismounting
the flags, checking systems for proper operation, etc.
Harald answers the telephone in the absence of Norman Baffrey and
assists with scheduling, paper work and public contact. He also acts
as open/close person for many evening and weekend uses of the facility.
He acts as backstage technician for most shows. He supervises other
technicians in Norman's absence and is completely in charge when he
is not present.
Harald has been repeatedly praised by the constant users of the
facility and his gentle demeanor is most appreciated during periods
of stress. He is cooperative, yet firm in his protection of the facility
and the City of San Bernardino. The Sturges Center could not function
properly without his assisting Norman Baffrey.
The Fine Arts Commission will recommend to the Parks, Recreation and
Community Services Department to include in their 1989-90 Budget a
permanent position for Harald Luther.

V. Summary of Project Description (Cont.)
handles maintenance and minimal custodial duties. Two additional
organizations - San Bernardino Art Association and San Bernardino
Community Concert Association - occupy space in the building.
Only one full-time administrator is assigned responsibility for
the entire complex of auditorium, dffice, conference room, music
room, dance studio, gazebo and grounds. No secretarial, recep-
tionist, technical or other assistance is provided.
From June, 1987 to the present, over 18,000 persons have
passed through the facility, with an average of 1,435 per month.
One month had an attenddance of over 5,000 persons. Fees and
rentals have generated over $15,000 in revenue for the City.
Many organizations have already had their second production in
the facility and are planning at least annual use. Many groups
rehearse on a regular basis. Its popularity is steadily increasing.
VII. Need Statement (Cont.)
originally employed by the Sturges Foundation for 2.5 years at a
nominal salary, plus many donated hours, to help create this faci-
lity. Last year, he was funded by the Fine Arts Commission. He
has demonstrated aptitude, talent and dedicated application in all
areas and is familiar with more areas of concern than anyone else
in town. He possesses invaluable skills and knowledge most needed
for the operation and has become the right hand of the Fine Arts
Coordinator.
VIII. in assisting most of these groups and they continue to praise his
efforts and attitude. He is one of the finest subordinates I have
ever had the pleasure to supervise.
