Description)Profess ional/Contractual Svcs Finance: Council Notes: Agenda Item No. Del-!l� CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject Add two full-time and two part-time Electrician I positions and one full-time Operations & Maintenance Division Manager (U) within the Public Works Department for Program 0092 (Streetlight Maintenance). Background The Public Works Department, Operations & Maintenance Division is responsible for maintaining approximately 10,000 streetlights citywide. Several years ago, the City decided to contract-out streetlight maintenance services. In June of 2006, the Mayor and Common Council hired Management Partners, Inc. to conduct a review of the City's government. Their goal was to identify and recommend ways that the City could improve its operations in order to save money and be more efficient. Management Partners recommended that the City contract out for streetlight maintenance and repair. The Mayor and Common Council approved the contracting services of Fluoresco Lighting & Signs for streetlight maintenance services. The contractor selected was later removed as it was not a good fit for the City. Additionally, growing budget constraints forced the Public Works Department to decrease their electricians from eight positions to one. In an aggressive effort to rebuild the City's streetlight services, the Public Works Department recommends enhancing the program with experienced City-dedicated Electricians. Adding these positions, at an approximate cost of$49,000, is the first step in addressing the City's streetlight maintenance challenges. Staff has identified the availability of $49,000 in the current year budget to fully fund these positions for the rest of FY 10-11. Therefore, staff recommends that the Mayor and Common Council add two full-time and two part-time Electrician I positions within the Public Works Department for streetlight maintenance services. Additionally, following the announced retirement of the current Deputy Director/Maintenance Services, a careful review of the position and needs of the Public Works Department was conducted. The Public Works Director is recommending the position be reclassified to Operations and Maintenance Division Manager which will place the position equal to the three other Division Managers in the Department; Fleet Services, Integrated Waste and Project Manager/Energy Conservation. With the reorganization of the Department in July 2010, it is no longer necessary to have a Deputy Director. Financial Impact: There will be no impact to the General Fund. Funds for these new positions are contained in the Fiscal Year 10/11 Budget Account No. 001-400-5502-0000-0092 in the amount of$49,000. DISTINGUISHING CHARACTERISTICS Electrician is a skilled journey-level class responsible for performing a wide variety of skilled duties in the design, construction, installation, modification, maintenance and repair of electrical and electronic equipment, devices and systems. Assignments vary, encompass a variety of tasks, seldom require detailed instructions,and require sound judgment and initiative. Electrician I performs a full range of journey-level electrical work associated with street lighting systems, fire alarm systems, automatic gate openers, automated fueling station, sewage lift station, sport field lighting and various other electrical equipment. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed.
