Synopsis of Previous Council action:
March 21, 1988 - Adopted Resolution 88-88 authorizing the Director of Parks,
Recreation and Community Services Department to make application
for and accept a grant from ACTION in the amount of $175,600.00
for the Senior Companion Program for the period July 1, 1988
through June 30, 1989.
July 18, 1988 - Adopted Resolution 88-263 revising the SCP Budget from $175,600.00 to
$179,488.00 to reflect federal cost of living increase.

RESOLUTION APPROVING A REVISED BUDGET
FOR THE SENIOR COMPANION PROGRAM FOR
BUDGET YEAR 1988-89 FROM $179,488.00
TO $201,941.00.
STAFF REPORT
The Parks, Recreation and Comm~~ity Services Department has been notified that an
additional $22,453.00 have been made available for the Senior Companion Program.
This will increase the City grant from $179,488.00 to $201,941.00 arid will provide
companion services to an additional 14-18 new clients. .
It is proposed that the funding be used to meet respite services needs for persons
who are providing in-home care to their homebound terminal and/or dementia-suffering
family members. That there is a tremendous need for more respite service is supported
by the fact that of 186 families who have made contact with the Alzheimers Disease
and Related Disorder Association (ADRDA), 45 families are in need of these services.
In addition, the Inland Counties Resource Center has a waiting list of 60 families
needing respite care.
Our own Senior Companion Program has a client waiting list of 32 families with approx-
imately half of these being in need of respite care services for spouses of home-
bound and/or terminal persons. With the available additional funding, the SCP will be
able to serve 14-18 of these clients.
The required match is currently in the Department Budget in the form of cash match
and in-kind services and will not require any additional funding.
As life spans grow longer, health problems also increase, thus causing an evergrowing
demand for in-home respite care. The SCP volunteers are already providing services
to 60 clients and with this funding may cut the waiting list down by half.
It is highly recommended that the resolution authorizing application and administra-
tion of the additional funding be approved.

3 TO MAKE APPLICATION FOR AND ACCEPT A GRANT FROM "ACTION" IN THE
AMOUNT OF $201,941 FOR THE SENIOR COMPANION PROGRAM FOR THE
4 PERIOD JULY 1, 1988 THROUGH JUNE 30, 1989, AND REPEALING
RESOLUTIONS NO. 88-88 AND 88-263.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
6 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. The Director of Parks, Recreation and Community
8 Services Department of the City of San Bernardino is hereby
9 authorized and directed to submit an application to, and accept
10 on behalf of the City a grant from, "ACTION" in the amount of
11 $201,941 for the Senior Companion Program for the period of July
12 1, 1988 through June 30, 1989.

SECTION 2.
Resolutions No. 88-88 and 88-263 are hereby
14 repealed.
