Synopsis of Previous Council action:
05-18-88 -- Resolution No. 88-140 adopted establishing the amount
of the Traffic Systems Fee.
Recommended motion:
1. That the estimated revenue of $20.000 in Account No.
242-000-41803 be approved.
2. That the budget appropriation of $20.000. for construct-
ing a new curb return at the southeast corner of
Waterman Avenue and Gilbert Street. be approved.

STAFF REPORT
Councilman Reilly requested that we investigate the damage
to the curb return, at the southeast corner of Waterman Avenue and
Gilbert Street, due to busses running over it while making turns.
We found that the existing curb return was constructed on a radius
of 15 feet, and showed considerable evidence of wheel tracks of
busses and large trucks running over the curb.
The painted centerline on Gilbert Street ~as been shifted
about 5 feet to the south, in order to accommodate three westbound
traffic lanes. This was done while the welfare office was located
adjacent to the County Hospital, and the traffic volume was con-
siderably higher than at present. Omnitrans' new 40-foot busses
may be unable to turn within the area provided for eastbound traffic~
even with the larger curb return. Therefore, it may prove to be
necessary for the painted centerline to be shifted back to the
original centerline, and the number of eastbound lanes to be re-
duced from three to two.
Constructing a new curb return, on a radius of 25 feet,
will reduce the potential for an accident, due to turning busses
being rear-ended, or them side-swiping a car in the southerly lane
of Gilbert Street. Also, provisions will be provided for handi-
capped access by constructing a standard ramp.
The total estimated cost is $20,000. It is proposed that
$20,000 of the revenue collected for the Traffic System Fee be
budgeted to finance the cost of this project.
Construction df a 25-foot curb return will necessitate
relocating one traffic signal pole and installing an additional
one.
COMMENT: The Traffic Engineer has been in touch with Omni Trans
on the proposed improvement and they concur with the
proposed action.
