Services.
Recommended motion:
That a f~nding be made that the rehabilitation of
Waterman Avenue, from Redlands Boulevard to Mill Street,
is needed for health and safety reasons.

STAFF REPORT
This project consists of rehabilitating the pavement on Water-
man Avenue between Redlands Boulevard and Mill Street, widening San
Timoteo Creek Bridge, replacement of barrier rail on the Santa Ana
River Bridge, median modifications, interconnect signals between
Redlands Boulevard and Vanderbilt Way, correction of drainage prob-
lems for local areas, removal of dips at Redlands Boulevard, and
installation of chase pipes for future median landscaping and light-
ing.
Traffic along the subject reach of Waterman Avenue has increased
from 18,000 vehicles per day in 1974 to 27,000 vehicles per day in
1987. By year 2007 (Design Year) the traffic is expected to grow to
45,000 vehicles per day, which will significantly exceed the design
capacity of the existing 4-lane street (30,000 vehicles per day is
the design capacity for a 4-lane road).
Serious congestion problems are currently being experienced on
Waterman Avenue between the northbound freeway ramps and Hospitality
Lane. This will be partially relieved by the westbound-northbound
ramp relocation, however, traffic generated by new development, both
north and south of the freeway, will quickly overtax the capacity of
the existing street.
The existing road was built in 1962. No major maintenance has
been performed on the road since its original construction and the
pavement has failed in some areas to the extent that it requires
continuous maintenance to repair pot holes, particularly after
heavy storms.
Therefore, we recommend that a finding of need for health and
safety reasons be made.
