for health and safety reasons.

STAFF REPORT
The initial construction of streets in the Tri-City Corporate
Complex did not include the upper Ii inches of asphalt concrete.
This was deferred until adjoining properties had developed and
street cuts for utility services made.

Most of the properties adjoining Hospitality Lane, between
Waterman Avenue and the Gage Canal, have been developed. The
existing pavement is showing distress and needs to be reinforced
with the placement of the final layer of Ii inches. Water is
trapped in the pavement area, which creates undesirable driving
conditions ~nd accelerates the deterioration of the street paving.
The areas that have failed, and are resulting in poor riding quality,
will be removed and replaced.
We recommend that a finding be made that the rehabilitation
of pavement on Hospitality Lane is needed for health and safety
reasons.
