Synopsis of Previous Council action:
Interim Policy Document was adopted by the City on May 23, 1988,
and approved by the Office of Planning and Research on June 9, 1988.
Recommended motion:
Councilman Minor is requesting that the Mayor and Council approve
of the following amendment to policy number twelve of the IPD.

Verdemont Area shall be allowed if:
1) all the lots of the proposed subdivision are 10,800
square feet or larger;
2) the tentative tract was approved prior to June 9,
1988; and,
3) the tentative tract is

BACKGROUND
The development process for subdividing property within the
City was stopped by the moratorium. This process was allowed
to continue when the IPD was adopted by the City on May 23,
1988, and approved by the Office of Planning and Research on
June 9, 1988. However, proposed subdivisions must now be
found to be consistent with the policies contained in the
IPD.

One of the pOlicies of the IPD restricts the subdivision
process in the Verdemont Area by requiring the completion of
an infrastructure plan for off-site public improvements.
This plan must be completed prior to being allowed to pursue
the issuance of grading and building permits.
One subdivision proposal, Tentative Tract 12413, was at the
stage of having obtained approval in March of 1986, and was
subsequently prevented from finalizing the subdivision due to
the moratorium. This proposed amendment would allow this
particular subdivision to proceed with the process of
development, and is meant to be a grand fathering provision
for tentative tracts which meet the proposed conditions of
the amendment. Planning Department records indicate that TT
12413 is the only subdivision which meets the conditions of
this proposed amendment.

MAYOR AND COUNCIL OPTIONS
The Mayor and Council may approve or veto the proposed
amendment to the IPD.
RECOMMENDATION
The Mayor and Council may approve of the following amendment
to policy number twelve of the IPD. (This amendment would be
added to the end of the policy number twelve and would not
change any other part of the policy.)
d. Final development of approved tentative tracts in the
Verdemont Area shall be allowed if:
(1) all the lots of the proposed subdivision are 10,800
square feet or larger;
(2) the tentative tract was approved prior to June 9,
1988; and,
(3) the tentative tract is still within the original
approval time period.
