Synopsis of Previous Council action:
The Mayor and Common Council have previously approved $75,000 and
$117,090 for lighting at Fiscalini Field in fiscal years 1986/1987 and
1987/1988, respectively.
That excess funds in an approximate amount of $25,000
be reappropriated from Acct. No. 121-544-57597 (Handicapped
Ramps( and $11,238 +/- from the CDBG Contingency Account
to finance ballfield lighting improvements (outfield at
Fiscalini Field).

STAFF REPORT
The Mayor and Common Council have previously approved CDBG
funding at Fiscalini Field in fiscal years 1986/1987 ($75,000)
and 1987/1988 ($117,090). The initial appropriation of $75,000
was to make temporary improvements to the lighting at Fiscalini
Field in time for the inaugural season of the San Bernardino
Spirit. The second appropriation of $117,090 in FY 1987/1988
was approved for the purpose of making permanent improvements
to the ballfield lighting.
At the time the lowest reasonable bid was awarded, it was noted
that the funding available would not allow for the completion
of the lighting improvements in the outfield portion of the
park. On October 7, 1988, staff received a memorandum from the
Assistant City Engineer requesting supplementary funding in the
amount of $36,238 (see attached memorandum dated October 5,
1988) .
Previously, the Mayor and Common Council approved funding for
the construction of handicapped accessibility ramps throughout
the City. This project has been completed and has an approxi-
mate fund balance of $25,000. The excess funds could be re-
appropriated to the Fiscalini Ballfield Lighting project which
would require a new appropriation from the CDBG Contingency
Account of approximately $11,238.
Based upon the above information and the City's previous
commitment to install lighting at Fiscalini Field in accord
with California League Class IIAII standards, I recommend
adoption of the form motion.

SUBJECT: Additional Funding for Fiscalini Field Lights

As you are aware, there is a shortfall of funds to complete
all ballfield lighting at Fiscalini Field. We had discussed
this in the past and it had been suggested that excess monies
from the construction of Handicapped ramps, account number
121-544-57597, be transferred to this use. We estimate that
there is approximately $25,000.00 in that account.
Additionally, at the Council Meeting of October 3, 1988, the
Mayor and Common Council closed out the Hispanic Chamber of
Commerce account and there is $22,285.50 estimated to be in
that account.
Staff has contacted the low bidder for the Fiscalini Field
Lights project and he has agreed to give a credit to the City
for the city furnishing four of the poles to the site for his
installation. This still leaves a short fall of $36,238 in
the contract and does not allow any funds for the City to
salvage and move the poles for his use.
We request that available additional funds be transferred to
account number 121-544-57596 to cover the cost of the addit-
ional outfield poles. Subsequent to your action or concur-
rent with it, we will take the matter of the change order
before the Mayor and Common Council for approval. Please
remain in contact with our department and coordinate with Mr.
Jon Roberts on the timing for presentation of the change
order. The contract, in basic bid form, was awarded by the
Council at the October 3 meeting.
