Recommended motion:
1. That a finding be made that the closure of Pennsylvania Avenue,
Susie Lane and Lincoln Avenue is needed 'for Health & Safety Reasons.
2. That the expenditure of $4,000 from Account No. 242-000-41803 for
the purchase of semi-permanent concrete barriers ("K" rail) be
approved.
3. Adopt resolution.

The Engineering Division was initially contacted by the
Mayor's Office and City Police Department to evaluate the
possibility of limiting vehicular access to portions of
Orangewood Estates, a tract of 30 homes, located on Pennsylvania
Avenue, between 16th Street and 17th Street. Immediately north
of this area is Tract 11261, an undeveloped subdivision of
vacant lots. The request was initiated by area residents due to
on-going problems with crime and vandalism in the area that is
undeveloped (see attachment).
Subsequent to an investigation conducted by the Traffic
Engineering Section, a determination was made that portions of
Pennsylvania Avenue north of 1675 Pennsylvania to 19th Street,
17th Street east of Susie Lane and Susie Lane north of 1674
Susie Lane were not presently needed for vehicular traffic
access. No property is directly served nor is any access
prevented by closure of these portions of the street. Vacation
of the streets was considered, however, sewers, street lights,
utilities and street improvements are in place within the
dedicated roadways. Additionally, these roadways will be needed
upon development of the remaining recorded lots.
A Letter of Intent (survey) was sent to the thirty-one
(31) home owners/tenants of the Orangewood Estates explaining
the City's proposal to prevent access to the undeveloped area.
Ten letters were received supporting the proposal, one letter'
was opposed (no reason given), one letter was sent back by the
Post Office, and the remainder were no response.
Health and Safety in the area will be improved by
reduction of illegal dumping of waste materials and reduction in
illegal activities on public and private vacant lands.
This matter was discussed at the Traffic Safety Committee
on September 14, 1988. The Committee concurred with the staff
determination. This action will involve the placement of semi-
permanent concrete barriers (K railing) as a means of closing
the streets. A supplemental W53B (No Outlet) sign will also be
placed at Pennsylvania Avenue and 16th Street advising motorists
of the street closures. A map depicting the location of the
proposed street closures is attached for reference. .
Authority for the temporary street closure is permitted
under Section 21101 (a) of the California Vehicle Code,
providing the legislative body, in their opinion, finds it is no
longer needed for vehicular traffic.

Total cost for the proposed closure is estimated to be
$4,600. This amount includes the purchase of six (6) concrete
barriers ($4,000), installation by Public Services ($300) and
signage ($300). It is recommended tht the expenditure of
$4,000, from Account No. 242-000-41803, Traffic Systems Fee
Fund, for purchasing the It Kit rail barriers, be approved. The
installation of the barriers and signs will be financed from the
Departments of Public Services and Public Works budgets.

Over the last several weeks we have bad numerous complaints
about street light outages in the Orangewood Estates area.
These complaints have been received from your office, (refer-
ence my memo to you dated August 28, 1986, subject, .Problems
on the Wests ide of Pennsylvania, between 16th and 19th
Streets), Council office June 15, 1988, and Ms. Judy Gaines
at 1604 Pennsylvania Street, July 16, 1986.
There were a total of fifteen (15) street lights installed in
this referenced tract (Orangewood Estates). Only six (6) of
these street lights are around the five residence that were
developed.
They have been maintained ever since we relamped the six (6)
street lights, June 16, 1988, that are located at the south
west corner of Pennsylvania and Cummings Way, front of 1626 ,
1675 Pennsylvania, 1634' 1675 Susie Lane and acrosS from
1857 Cummings Way. The nine (9) street lights located in the
rest of the tract where no homes have been built, have all
been vandalized and would require over $6,500 to rep~ir and
over 160 man hours, in an area where the developer appears to
have abandoned the project.
I believe our recommendations are still valid.
1. Clean up the trash.
2. Barricade certain streets in a manner to disallow
vehicular traffic through the undeveloped area.

area. I also believe that the residence in this area would
welcome such action by the City, and so recommend it again.

I have evaluated the Orangewood Estates complaint from Wayne Overstreet in
regards to broken streetlights and trash in the neighborhood. Mr. Overstreet's
suggestions are valid, and I concur with his recommendations. They are:
1. Clean up the trash
2. Barricade certain streets in a manner to disallow vehicular traffic
through the undeveloped area,
T further recommend the following:

A. Pennsylvania should be permanently barricaded at 19th Street and
immediately north of 1675 Pennsylvania.
B. Susie Lane should be permanently barricaded immediately north of
1674 Susie Lane.
C. A "No Outlet" sign should be posted at 16th and Pennsylvania next
to the "Neighborhood Watch" sign.

Dear Sir/Madam:
In an effort to reduce vandalism to street lights, and other crimes in Orangewood
Estates, the Ci ty is proposi ng a reduction on the number of access poi nts to thi s
tract of homes (see attached).
Our proposal is to place semi-permanent concrete barriers (K railing) as a means of
closing the following roads:
a. Pennsylvania at 19th Street and immediately North of 1675 Pennsylvania
Street, and
b. Susie Lane immediately North of 1674 Susie Lane.
Since this action may affect you as a property owner/tenant, you are hereby invited
to submit your opinion on this proposal. You may either fill out and return the
attached questionnaire or call our office at 384-5226.
Si nce thi s matter wi 11 be di scussed at the September 14th Traffi c Safety Advi sory
Committee meeting, we would appreciate your response by September 9th.

SECTION 1. The referred streets do not presently serve

SECTION 2. Based on a traffic engineering study, the
11 streets are not needed for vehicular access and closure is
12 permissible per Vehicle Code Section 21101(at with appropriate
13 findings by the Legislative Body.

SECTION 3. The street shall be closed as shown on the
15 maps attached until such time as development necessitates
16 vehicular access. Easements and utilities shall remain in
17 place in the existing dedicated roadway.
