Bids for this project were opened at 2:00 p.m. on Tuesday,
10-18-88.
A total of 7 bids were received, ranging from $91,190.00
to $135,119.04 for the Basic Bid. The low bid of $91,190.00 is
8.2% under the Engineer's Estimate of $99,354.00.
Listed below is an estimate of the total project cost,
based upon the actual low bid price for the Basic Bid:

TOTAL ESTIMATED PROJECT COST
An amount of $50,000 was allocated in the 1986/87 Budget,
and an additional amount of $45,000 in the 1988/89 Budget, under
Account No. 243-363-57519, to finance the costs incurred for these
improvements. Supplemental funds in the amount of $36,270 were
provided at the Council Meeting of 11-07-88, for a total available
amount of $131,270.
At their meeting of 6-23-88, the Environmental Review
Cornrni ttee made a finding that this project is exempt from the
provisions of the California Environmental Quality Act.
The following five Additive Alternates were included in the
contract documents, in order that they could be included in the
contract if sufficient funds were available.

A fund ra1s1ng effort has been initiated by residents in
the neighborhood to raise funds to cover the estimated cost of
$10,000 for constructing a tot lot. If sufficient funds are
raised, by these volunteers, a concrete monument sign, estimated
cost of $5,000, and sidewalk, estimated cost of $6,100, will also
be installed.
The low price for the Basic Bid was $91.190, by the D. W.
Jensen Corporation. However, the low price for the Basic Bid and
Additive Alternates No. 1 - 5 was submitted by Hubbs Equipment &
Construction, in the amount of $115,569.28. The bid by Hubbs
Equipment & Construction listed a price of $94,458.28 for the
Basic Bid.
We recommend that a contract be awarded to the low bidder
for the Basic Bid plus Additive Alternates No. 1 through 5.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO HUBBS EQUIPMENT AND CONSTRUCTION COMPANY FOR
3 CONSTRUCTION OF IMPROVEMENTS IN HILLCREST PARK.
4 BE IN RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Hubbs Equipment and Construction Company
is the lowest responsible bidder for: Construction of
Improvements in Hillcrest Park, in accordance with Plan No.
7388, for the total amount of $115,569.28 for the Basic Bid
and Additive Alternates No.1, 2, 3, 4, and 5; a contract is
awarded to said bidder accordingly, but such award shall be
effective only upon the contract being fully executed by the
parties; all other bids therefor are hereby rejected; and the
Mayor is hereby authorized and directed to execute said
contract on behalf of the City; a copy of the contract is
attached hereto, marked Exhibit "A" and incorporated herein
by reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or
modifications thereto shall not take effect or become operative
until fully signed and executed by the parties and no party shall
be obligated hereunder until the time of such full execution.

course of conduct of any party.
