CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The existing backstop for Barta Baseball Field, in Blair Park,
was damaged by high winds. Damage was to the extent that it is
considered unsuitable for use in its present condition.
It is proposed to replace the damaged backstop and section
along the third base side. The section along the first base
side will also be replaced if the available funds are
sufficient to cover the cost.
This project is exempt from environmental review, pursuant to
Section 15302 of Chapter 3 of the Guidelines for Implementation
of the California Environmental Quality Act.
Additionally, in California Public Resources Code, Section
5701, the legislature of the State of California has made the
following pertinent findings:
(b) Community, neighborhood, and regional parks, beaches,
recreational areas, recreational trails, and other
recreational facilities, and the preservation of
historic sites and structures contribute
significantly to a healthy physical and moral
environment and also contribute to the economic
betterment of the State.
( c ) ~1 any old e r par k san d r e ere a t ion a 1 f a c i 1 i tie s h a v e
deteriorated to the point where the original invest-
ment in them may be lost, and prompt action is
necessary to restore them to usefulness.
We recommend that a finding be made that the replacement of
this lighting system is needed for health and safety reasons.
