CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
Public Works Project No. 88-28 is to vacate two alleys,
parcel one located between Cajon Boulevard and Gardena Street and
extending from the north side of Darby Street to California
Street, and parcels 2 and 3 located between Gardena Street and
Medical Center Drive and extending from the north side of 28th
Street to the westerly side of Medical Center Drive. See attached
map for further details.
The project was reviewed by the City's Environmental
Review Committee on October 20, 1988, and a determination was made
that the proposed project would not have a significant impact on
the environment.
There fore, the Committee has recommended adoption 0 f the
Negative Declaration. The required 14-day public review period
began October 27,1988, and expired on November 10,1988. No
comments were received during this review period.
We recommend that the Negative Declaration be adopted.

Public Works No. 88-28 is a proposal to vacate two alleys north of 28th Street.
and west of Cajon Boulevard. Alley Number one is between Cajon Boulevard and
Gardena Street and extends from the north side of Darby Street to the east side
of California Street. Alley number two is between Gardena Street and Medical
Center Drive and extends from the north side of 28th Street to the west side of
Cajon Boulevard.
Alley number one provides access to rear yard garages for many of the houses on
the northeasterly side of Gardena Street. Most of the parcels on the north-
easterly side of the alley are vacant. Alley number two and the land east
of it is vacant, undeveloped land. Both alleys are located in the high wind
hazard area.

The proposed project could have a significant effect on the
environment, although there will not be a significant effect in
this case because the mitigation measures described above have
been added to the project. A NEGATIVE DECLARATION will be
prepared.

109. Will the proposal impact any public -agency beyond its. ability to
provide adequate levels of service?
This item was checked "maybe" because vacating a public alley, which
must be left accessible to pedestrian and vehicular traffic in order
to provide utility easements, might result in the accumulation of
litter, trash, debris, and abandoned vehicles in the area of the
vacated alley, thereby increasing the workload of the City Code
Enforcement Officers. This potential impact is not regarded as signi-
ficant for two reasons: The vacation of the alley is not expected to
add significantly to Code Enforcement problems that already exit in
the area, and the City has recently expanded its Code Enforcement
staff and should be able to give adequate attention to any additional
Code violations
11a. Will the proposal impact gas, electrical, water, and sewer utilities
and drainage facilities beyond their capability to provide adequate
levels of service?
These items were checked "maybe" because the alley to be vacated
currently provides access for the aforementioned utilities which would
be eliminated if the alley were vacated and blocked to vehicular
access. This potential impact will be addressed by leaving the alley
physically accessible and maintaining an access easement for City and
Public utilities.

surrounding area?
These items were checked "maybe" because the proposed alley vacati on
might result in the accumulation of trash, litter and the growth of
weeds in the area to be vacated. This potential impact will be
addressed by City Code Enforcement Officers.
