FOR 1988 BOND ACT FUNDS FOR DEVELOPMENT
AND REHABILITATION OF PARKS AND RECREA-

The Department staff reviewed projects listed in the City Capital Improvement
Program and based on current priorities, selected the projects as listed on the
attached Resolution and Applications. These projects have been discussed and approved
at the Regular Meeting of the Parks and Recreation Commission on November 17, 1988.
Applications with project descriptions are attached for your review along with the
required resolution for approval of the projects and for appointing the Director of
Parks, Recreation and Community Services Department as agent for the City to complete
all necessary actions and documents required for receiving funds and completing the
projects.
It is recommended that the project applications and resolution be approved.
Justification for Placement on the Supplemental Agenda
The selection of projects for the 1988 Bond Act required review of CIP and discussion
of project priorities with other City staff and the Park and Recreation Commission.
There are other documents to be completed once the projects are approved by Mayor
and Council. It is necessary that the projects be approved at the December 5th
meeting so that all project forms and documents may be processed and forwarded to
be in Sacramento by January 13, 1989.

3 FACILITIES AT BLAIR, LYTLE CREEK, NICHOLSON, NUNEZ, PERRIS HILL AND WILDWOOD
PARKS, UNDER THE PROVISION OF THE PER CAPITA GRANT PROGRAM OF THE CALIFORNIA
4 lJILDLIFE, COASTAL AND PARK LAND CONSERVATION ACT OF 1988 AND AUTHORIZING THE
DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES TO EXECUTE AND SUB(1IT ALL
5 DOCUMENTS NECESSARY TO COMPLETE THE AFORESAID PROJECTS.
6 WHEREAS, the peorle of the State of California have enacted the California
7 Wildlife, Coastal, and Park Land Conservation Act of 1988, which provides funds
8 to the State of California and its political subdivisions for acquiring lands
9 and for developing facilities for publiC recreational and open space purposes;
10 and
11 WHEREAS, the State Department of Parks and Recreation has been delegated
12 the responsibility for the administration of the program within the state,
13 setting up necessary procedures governing application by local agencies under
14 the program; and
15 WHEREAS, said procedures established by the State Department of Parks and
16 Recreation require the applicant to certify by resolution the approval of
17 applications prior to submission of said applications to the state; and
18 WHEREAS, said applications contain assurances that the applicant must
19 comply with; and
20 WHEREAS, the applicant agency will enter into an agreement with the State
21 of California for the acquisition, development, rehabilitation or restoration
22 of the projects;
23 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
24 OF SAN BERNARDINO AS FOLLOWS:

18 reviewed and understands the General Provisions contained in the state/local
19 agreement; and appoints the Director of Parks, Recreation and Community Service
20 as agent of the City to conduct all negotiations, execute and submit all
21 documents, including but not limited to applications, agreements, amendments,
22 payment requests, and so on, which may be necessary for the completion of the
23 aforementioned projects.
