presented recommendations to Mayor and Council.
Recommended motion:
1.
That the Committee be reconstituted and reconvened in January 1989 for the
purpose of evaluating the ways of financing the needs that have been
previously addressed with the stipulation that the Committee as reconstructed
include active participating appointees from all 7 Wards and the Mayor's
Office.
2.
That Councilmembers Estrada, Minor and Miller remove themselves from
appointment to the General Obligation Bond Blue Ribbon Committee.
3.
That the Committee adjourn to a first meeting in January 1989, with the
time and exact date to be scheduled
in the near future.

STAFF REPORT
The General obligation Bond Blue Ribbon Committee was formed
by the Mayor and Common Council at their May 31, 1988 meeting
to consider the feasibility of a GO Bond Issue on the
November 1988 ballot. The Committee members consisted of
Edward Wheeler, Wade Byars, Shirley O'Connor, Bill
Heitritter, John Lightburn, Councilwoman Esther Estrada,
Councilwoman Norine Miller and Councilman Tom Minor (other
members were not available). A report was subsequently
prepared by this Committee recommending that the Mayor and
Common Council place a General Obligation Bond Issue on the
November ballot in the amount of $48 million and was
submitted to the Mayor and Council for their consideration at
their July 18, 1988 meeting. The action taken by the Mayor
and Council at this meeting was to deny that recommendation
and to refer this item back to the Committee for further
study.
The GO Bond Committee reconvened on October 26, 1988 to
discuss the action recommended by the Mayor and Common
Council. Although a quorum was not present, the Committee
members in attendance which included Bill Heitritter, Wade
Byars and Edward Wheeler unanimously agreed that the
Committee should reconvene in January 1989 for the purpose of
evaluating the feasibility of a GO Bond issue as well as
other financing options to fund capital improvements. It was
the consensus of the Committee Members that not enough time
existed in the initial effort to adequately address the
various issues that are associated with funding capital
improvements.
The Committee members in attendance indicated a willingness
to continue to serve and requested that the reconvened
Committee include active participation from the appointees
from all seven wards and the Mayor's Office. In addition to
those members indicated above, John Lightburn has indicated a
willingness to continue to serve on this Committee. It is
our understanding that Councilwoman Miller will appoint
Geneva Woods to serve as her appointee on the Committee.
The other item discussed was the makeup of the committee. The
original council action regarding the establishment of this
committee included two members from the Ways and Means
Committee, one other council member and a representative from
each of the seven wards and one to represent the Mayor. The
Committee members felt that the reconvened committee should
avoid the perception that it is influenced by the Mayor and
Council.

It was felt that if the perception of the community was one
of Mayor and Council influence regarding the committee's
ultimate recommendations, the GO Bond Issue wo~ld have
difficulty in obtaining voter approval.
The GO Bond Committee recommends adoption of the form
motions.
