Gentlemen:
At the meeting of the Mayor and Common Council held
January 19, 1987, your application for Change of Zone No.
86-23, to change the land use zoning district from PRD-6,
Planned Residential Development, 6 dwelling units per acre,
to R-1-7200, Single Family Residential, was approved.
Subject property consists of approximately .8 acres
having a frontage of approximately 462 feet on the north
side of the proposed extension of Piedmont Drive and being
located approximately 285 feet east of the centerline of
Cactus Circle.
The zone change will not become effective until thirty
days (30) after passage of ordinance amending the Land Use
Zoning Ordinance.

REQUEST
First reading of the ordinance.
BACKGROUND
Change of Zone No. 86-23 is a petition of .8 acres located on
the north side of the proposed extension of peidmont Drive,
about 285 feet east of Cactus Circle, from a PRD-6, Planned
Residential Development zone to a R-1-7200, single Family
Residential Zone.
COZ No. 86-23 was approved by the Council on January 19,
1987. The first reading of the ordinance adopting the zone
chapge was continued by the Council on the following dates:
May 18, 1987
June 1, 1987
July 20, 1987
November 7, 1987
December 5, 1987
The land use designation of the Interim Policy Document (IPD)
is RS-Suburban Residential which allows single-family homes
on lots of 7,200 and 10,800 square feet in size. Therefore,
this reauest for an underlvina zone chanqe to R-1-7200 is
consistent with the IPD. If there is not an underlying zone
district of R-1-7200 or R-I-I0,800, then the most restrictive
zone with its minimum lot size of 10,800 square feet is
required. That is the situation that exists on this
property. The underlying zone is PRD-6, Planned Residential
Development, therefore, the minimum lot size is 10,800 square
feet, unless the change of zone ordinance is adopted.
The property owner/applicant has been notified in writing of
the Council meeting of December 19, 1988, and the matter
under consideration.

Municipal Code, the following described parcel of real property,
generally located on the north" side of the proposed extension of
Piedmont Drive, approximately 285 feet east of the centerline of
Cactus Circle, is rezoned from PRD-6, Planned Residential
Development, 6 dwelling units per acre, to R-l-7200, Single-
Family Residential District:
All that real property situated in the City of San
Bernardino, County of San Bernardino, State of
California, described as follows:
Parcel 2 of Parcel Map 5140, in the City of San
Bernardino as per plat recorded in Book 61 of Parcel
Maps, pages 18 through 19, inclusive, records of
said County.

SECTION 2. The zoning map, which is incorporated by
22 reference in Section 19.06.020 of the San Bernardino Municipal
23 Code, is amended to reflect the change of zone set forth in this
24 ordinance.

SECTION 3. The negative declaration for environmental
26 review, as adopted by the Environmental Review Committee, attached
27 hereto, marked Exhibit -A-, and incorporated herein by reference,
28 is hereby approved and adopted.

1. The proposal is to change the current land use zoning
district from PRO, Planned Residential Developmnet at 6
dwelling units per acre, to R-l 7200, Single-Family
Residential. The site is a remanent parcel consisting of
approximately 0.8 acre located at the north side of
Piedmont Drive extended approximately 285 feet east of
Cactus Circle.
2. The requested change of zone is consistent with
the San Bernardino General Plan which designates the
site and surrounding area for Residential 4-7 units per
acre.
3. The existing PRO zone was originally established from the
R-1-7200 zone as a portion of a remainder parcel under
Change of Zone No. 1197 which was approved by the Mayor
and Common Council on May 18, 1981, per the
recommendation of the Planning Commission. Said Change
of Zone was processed in conjunction with Tentative Tract
No.'s 11887 and 11885 and Conditional Use Permit No.
1132 to establish a 72 unit patio home subdivision.

4. The property to the south across the proposed extension
of Piedmont Drive was recently rezoned from PRD 6 units
per dwelling acre in order to accommodate a standard 53
lot zoned R-1-7200, Single Family Residential subdivision
(Tentative Tract No. 13329). The subject property which
is a remainder parcel of the larger 12.9 acre parcel
located to the south is intended for inclusion into a
larger parcel abutting the site to the north in order to
accommodate a proposed 43 unit Single Family Residential
subdivision.
5. At their regularly scheduled meeting of December 4, 1986,
the Environmental Review Committee recommended a Negative
Declaration for Change of Zone No. 86-23.

Action
The Mayor and Common Council approved the responses to comments,
adopted the Negative Declaration for environmental impact and approved
the findings and recommendation of the Planning Commission.
The following petition for Change of Zone was approved, and the City
Attorney was directed to prepare the necessary amendment to the Land
Use Zoning Ordinance:
Petition No. 86-23, consisting of approximately .8 acres having a
frontage of approximately 462 feet on the north side of the proposed
