CI"'" Y OF SAN BERNARD'~O - REQU~"T FOR COUNCIL AC-'ON
STAFF REPORT
At the Council Meeting of November 7, 1988, the Mayor and
Council directed staff to review each individual encroachment
onto City property and indicate which is either a hindrance
or hazard and then to report back.
On Thursday, November 17, 1988, John Wilson and Henry Empeno
of the City Attorney's Office; Mr. Roger G. Hardgrave -
Director of Public Works; Anwar Wagdy, City Traffic Engineer;
and Gene R. Klatt, Assistant City Engineer, made a field
review of the subject properties.
None of the properties were considered to be a hazard to
traffic, the public or to safety. Therefore, all were found
to be a hindrance only. Given only the two choices, this is
the only response the group could find to make. All of the
encroachments appear to be done in a good workmanlike manner
and do not present an unsightly appearance. sight lines and
distances were checked and compared with adopted standards
for safety with no infractions found.
Observation during the field review indicated a limited
amount of local traffic only and pedestrian traffic in the
roadway does not seem to be a hazardous condition.
It is recommended that this item be referred to the LegiSla-
tive Review Committee for further consideration and develop-
ment of a proposal on the disposition of these encroachments.
