Over the past several months, the offices of the Mayor
and Common Council have not had the best or most cooperative
relationship possible. This has been due to a number of
reasons too numerous to discuss at this point. However, the
results are quite evident and certainly not pleasant.
You, I am sure, value and respect the positions you hold
as I do mine. It is a position I take most seriously and one
which its responsibilities I take great pride in fulfilling.
I believe it is fair to say we have all found it a bit diffi-
cult to function under the current conditions. The strained
relationship between these two levels of our local government
have made running this City almost impossible.
During the next twelve to fifteen months there are going
to be some very serious, sensitive matters coming before the
Mayor and Common Council, matters in which there may be dis-
agreement between these two levels of government again.
These disagreements undoubtedly can add greater strain to an
already difficult situation.
I believe it is in the best interest of our City to have
the Mayor and Common Council sit down in a spirit of coopera-
tion and unity and discuss candidly the current problems,
solutions and a plan which will ensure the proper flow of
work and governance this community deserves, particularly
during this twelve to fifteen month period. I propose we
address now how we will deal with these matters.
I respectfully request your support for a special one-
day urgency retreat to be held within the next thirty days
for the Mayor and Common Council. Please consider that the
management retreat is planned for April 27-29, 1988 and it
would probably be very advantageous to have had our retreat
prior to this in order to provide staff with some positive
and firm direction.
