Synopsis of Previous Council action:
04-19-82 Real Property Section directed to advertise former library
building for lease, for a minimum bid of $200 per month.
10-04-82 Authorization for Real Property Section to negotiate a
lease tabled.
11-15-82 Request by Jr. All American Football to lease property at
1244 E. 9th St., for $50 per month, with lessee paying all
utilities, insurance and maintenance, was approved.
12-07-82 Res. No. 82-485 adopted authorizing execution of a lease
with Jr. All-American Football for 1244 W. 9th Street.
03-07-88 Jr. All American Football authorized to use premises under
same conditions as the previous lease, and the proposed new
lease referred to the Ways and Means Committee.
Recommended motion:
That the report on the size and ownership of the
parcel and old library building leased by Jr. All
American Football in Encanto Park be accepted and
filed.

STAFF REPORT
The building at 1244 East 9th Street, that has been leased
by Jr. All-American Football, is located on Lot 8, Block 19, Rancho
San Bernardino, as recorded in San Bernardino County Map Book 7, ,
Page 2. This lot, with the exception of a 102.5 foot by 136 foot
parcel, and Lot 7 were purchased in 1953 from the Federal Public
Housing Administration for the amount of $12,261.52. The Quitclaim
Deed to effect this transaction is recorded in Book 3196, Page 83,
of official records of the County of San Bernardino.
The area of Lot 8 acquired by the City for Encanto Park is
3.72 acres.
A branch library was built in the southwest corner of Lot
8. The area of this building is 1,800 square feet. After the
library use was discontinued, this building was leased to Jr. All
American Football in 1982, for use as an equipment storage facility
and meeting room. This occurred after an unsuccessful attempt to
secure bids for leasing this building.
The transfer of title to this property was subject to
zoning laws and any restrictions, covenants, reservations and
easements of record. Also, to a reservation to the United States
of America of fissionable materials in accordance with the pro-
visions of Executive Order 9908 (12 F.R. 8223).
The land and building are both in the ownership of the
City. Reservation of mineral rights is a common provision, and
will not adversely affect the sale or lease of the property. A
parcel map would be required to sell the leased area to a private
party.
Bids to lease this facility were solicited in 1982. How-
ever, no bids were received, due to the parcel being zoned R-2 and
inability of interested organizations to meet the minimum bid of
$200 per month.
In conclusion, the City has title to the property and
building, and has the option to lease or sell these premises.
