STAFF REPORT
ADDRESS: 1263 NORTH MT. VERNON
On July 1, 1988, Building & Safety was contacted by the
Pol.ice Department in regards to this property. Code
Compliance Officer, Dany Nolfo, responded and found many
existing violations.
Out of eight (8) units, four (4) were open and vacant
and four (4) were occupied. There were severe wiring hazards
and plumbing problems. There was also extreme insect
infestations and evidence of rodents.
The vacant units were poste~ an~ a Correction Notice was
issued to the owner. The electric and gas meters were pulle0
from the vacant units.
The owner has innicated a willingness to make necessary
repairs and Building & Safety is currently awaiting his
response.

building posted, photos taken.
*7/5/88 - File re-opened.

Synopsis of Previous Council action:
January 8, 1987, approval of Ordinance No. MC-574 adding Sections 10.24.210 and
10.24.220 to the San Bernardino Municipal Code to permit police officers to
regulate the cruising of vehicles in congested areas subject to appropriate
notices and signs and to divert vehicles when there is little traffic flow
and vehicles are not moving promptly at opportune times.
Recommended motion:
Council support of the Police Department's "Tactical Action Plan No. 1" as
outlined in the attached Staff Report. If this effort fails to alleviate
the cruising problem, then the additional street closures as outlined in "Tacti-
cal Action Plan No. 2" will be implemented.

STAFF REPORT
The following report outlines two Tactical Action Plans (TAPs) designed to curtail
the cruising problem occurring on Friday, Saturday and Sunday nights on Mount
Vernon Avenue between Mill Street and 14th Street and on 14th Street between
Mount Vernon and Massachusetts Avenue. Implementation on the second TAP would
occur if the first TAP becomes ineffective. Both TAPs require constant monitoring
and maintenance to eliminate the problem.
TACTICAL ACTION PLAN NO. 1
PLAN: Utilization of a total of 11 officers to baracade Mount Vernon and 14th
Street to prevent the free flow of cruising vehicles to relieve congestion.
1. Baracade of Mount Vernon at 2nd Street to divert northound traffic
east on second and baracade of Mount Vernon at 4th Street to divert
southbound traffic west on 4th Street. One officer to monitor both
locations.
2. Baracade 14th Street at Mount Vernon, Turrill and Garner Streets to
divert traffic. One officer to monitor all three locations.
3. Three "rover" officers in marked units to monitor parking lots,
businesses and parks in the area to enforce drinking and loitering
violations.
4. Four motorcycle officers and one montorcycle sergeant to enforce
vehicle code violations. Motorcycle officers will work on an over-
time basis on Sundays.
5. One field sergeant to direct, implement and monitor the TAP and to
prepare reports of operation.
TIME: Friday-Saturday-Sunday from 2100 hours to 0200 hours for motorcycle
officers and 2000 hours to 0200 hours for patrol officers.

PLAN: Expansion of Tactical Action Plan No.1 using a total of 15 officers and
additional baracades. Additional baracades will be placed at the following
locations to prevent the free flow of cruising vehicles to relieve
congestion.

Spruce Street to divert southbound traffic. One officer.

WE, THE UNDERSIGN HOMEOWNERS FILE THIS PETITION WITH THE HONARABLE
MAYOR AND COMMON COUNCIL IN ORDER TO SO~VE OUR SEVERE PROBLEM DUE TO
THE ILLIGAL ACTIVITIES IN THE MOTEL THAT IS LOCATED AT 1263 NORTH MT.
AVE. HERE IN SANBERNARDINO.
FACTS: I.THIS MOTEL HAS BEEN AN ESTABLISHED ILLIGAL DRUG CENTER OPER-
ATION IN SAN BERNARDINO.
2. DUE TO THE ILLIGAL DRUGS THAT ARE PROVIDED AT THIS MOTEL, CRIMINAL
ELEMENTS HAVE IINFESTED OUR NEIGBORHOOD.
3.DUE TO THIS CRIMINAL INFESTATION,THERE HAS BEEN ACTS OF VIOLENCE
COMMITTED AGAINST A NEIGHBORHOOD RESIDENT. (MUGGING)AFFID1VA1T ATTED.
4.THE CHILDREN OF THE NEIGBORHOOD.ESPECIALLY ON REECE STREET HAVE BEEN
SUBJECTED TO HARAZEMENT DUE TO THE DRUG DEALS EXPBSETURE BETWEEN THE
CRIMINAL ELEMENTS OPERATEING FROM THE MOTEL AND THEIR CUSTOMERS.
THE END RESULT,OUR CHILDREN CANNOT EVEN PLAY IN FRONT OF THEIR OWN
HOMES AT ANY TIME OF THE DAY.
WHEREAS THIS MOTEL HAVE PROVEN TO BE A NUISANCE AND HAZARDOUS TO
THE LEGAL RESIDENTS OF THE NEIGHBORHOOD.
WE, THE UNDERSIGN,.BY LAW,HAVE THE SAME RIGHTS AS OTHER CITY RESIDENT~
TO LIVE IN PEACE AND WITH-OUT FEAR. BUT THIS HEALTHY ENVIRONMENT CANNOT
BE ACCOMPLISHED AS LONG AS THE MOTEL EXSISTS.
THEREFORE, WE PETITION THE CITY GOVERNMENT TO BE RESPONSIBLE AND TAKE
WHAT EVER LEGAL ACTION IS NECESSARY TO ELIMINATE THIS MOTEL.
CASE-IN-POINT: THE VANISHED MISSION MOTEL THAT WAS LOCATED IN THE
1100 BLOCK OF NORTH MT.VERNON AVE.IN SAN BERNARDINO WAS ELIMINATED BY
THE CITY DUE TO THE NUISANCE IT CREATED FOR THAT NEIGHBORHOOD.THAN, WE,
THE UNDERSIGN DEMAND THAT THE CITY GOVERNMENT MUST ACT TO ELIMINATE
THE MOTEL ON 1263 N.MT.VERNON AVE.IN SAN BERNARDINO,AND PROVIDE US WITH

ASSAILANTS WHO WERE PARKED ON A CAR ON REECE STREET ACROSS THE STREET
FROM THE MOTEL ON 1263 NORTH M~.VERNON AVE.IN SAN BERNARDINO.
THE ASSULT ACCURED BETWEEN 1263 AND 1279 REECE STREET. THIS ASSULT
IS REGISTERED WITH THE SAN BERNARDI ON POLICE DEPARTMENT.
I HAD TO RE TAKEN BY AN AMBULAN~E TO THE HOSPITAL AND I REQUIRED
MEDICAL TREATMENT.
