1. PROGRAM EXPANSION PROPOSALS AND FEE ADJUSTMENTS
A} FIRE The Committee recommended the proposal
for adoption (attached). The notice for public hearing will
be on the August 1, 1988 Agenda. The public hearing will be
set for September 6th.
B} STREET SWEEPING - Item continued until October
2nd. A public survey will be conducted and results will be
provided to the Committee.
C) ADMISSION TAX - Item continued to August 22nd.
Staff is to provide additional information to the Committee.
D) RECREATIONAL FACILITIES - The Committee recom-
mended approval of the proposal (attached). A public hearing
will be set for the August 15 Council meeting.
2. CITY-OWNED LEASED PROPERTY REPORT - Item continued
to August 22nd. Staff is to provide a more descriptive list
of sites with evaluation and recommendation to the Committee
on whether City should sell or retain properties. A brief
description with map location of each property is to be
provided.

It is recommended that a fire ins~ection fee be institut.d to
fund additional ~ersorlnel for t~,e Fire Prevention Division of
the Fir. Department. It is the responsibility of the Fire
Department to inspect all structures, except singl. fami Iy
residences, in the City at least once .ach year. some
bui Idings require up to four inspections per year, dependins
on the type of occupancy. With the increase in construction,
it has beco~e iMpossible for the Fir. Prevention Division to
conduct all of. the required inspections. 'Addltional fire
inspectors have bien requested at budget tiae during the last
five years, to no avail.
The fire inspection fee will fund two inspectors and one
clerk. The last time any positions were added to the Fire
Prevention Division was in 1978. In 198Z, a Fire Company
Inspection Prosra. was started and currently'the companies
.ake 5000 inspections per year in such occupancies as multl-
falli Iy buildings, service stations, small .arleets and store-
front type businesses.
The additional personnel are necessary to lIalntaln life
safety throughout the City. The personnel costs 'or the two
inspectors and one clerk wi II be approximately $74,000 and
the funds senerated by the fee schedule (see attached) Is
approximately $75,000.

CILITIES.
The resolution is proposed.to be amended to allow for new fees for an -Alcohol
Pe...i~- and to provide for rental fees for the Seccombe Lake pavl1110n and
con~sion stands at Encanto Ballfields. Nunez Park, and Seccombe Lake. There
are no other changes in fees other than these newly proposed fees.
The -Al cohol Permit Fees. are intended to cover, in part acb1nistrative costs.
to pr1>Cess a request for the waiver of Municipal Code 9.32.020 which prohibits
alcohol on public property. Municipal Code 9.32.040 provides for the administra-
tive ~iver of this code. Actual staff and administrative costs for this process
may range up to $180. Thh procedure involves the Parks, Recreation and Conmunity
Services Department, the Pol ice Department and the City Adninistrator's Office.
The ~rmit fee applies only to City Parks, Recreation and Community Services
facil ities. The Park and Recreation Coomission conducted a public hearing on
this proposed fee at its meeting of January 21, 1988 and subsequently voted to
rec~nd the fees to Council on a 5 for, 1 opposed, 1 abstention vote.
The actual modification of the resolution is as follows:
Alcohol Permit fees (on City Parks, Recreation and Corrmunity Service facilities)
1. Special Events, Athletic Events, Fundraisers
S~nsor must be an established, non-profit organization.
Beverages are restricted to .beer and wine.
A. Alcohol Permit Fee: $50 - when ABC permit is not required and partici.
pation is 150 or less; $100 - when ABC permit is required or participation
exceeds 150.(this fee is in addition to any rental or staffing fees.).
2. Private Gatherings
A. Alcohol Permit Fee: $50 (0-150 participants); $100 (151 or more parti-
Cipants). This fee is in addition to any rental or staffing fees.
The additon of the Pavillion at Seccombe Lake is included as a new facility. The
fees are structured to be identical to FDR Bowl in Perris Hill Parle ($13 for first
hour. $8 for each additional hour).
The ex>ncession stands are included to provide the recover,y of costs associated with
their occasional use. The proposed fees for the Encanto, Seccombe Lake and Nunez
Concesstion stands are identical to the fee for the Perris Hill Concession stand
($50 per use) already established in the resolution. A lease agreement for any
concession stand will preclude any rental.

PERMITS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Findings. The Mayor and Common Council hereby
find:
A. A hearing has been held by the Mayor and Common Council
pursuant to the provisions of Government Code Section 54990, et
seg., to consider the levy of new and additional fees and service
charges for various services provided by the Parks, Recreation
and Community Services Department, and for uses of certain
buildings, facilities, and equipment, which hearing was held
following public notice published in a newspaper o~ general
circulation in the City of San Bernardino.
B. None of the proposed increases exceed the actual cost
of providing such services and facilities, and, for those
services, which are not completely paid for by the proposed fees,
the additional expense to the City of providing services shall be
borne by the general fund of the City of San Bernardino.
C. The proposed fees and charges are reasonable and
necessary to enable the City of San Bernardino to more nearly
meet the actual costs of providing such services and facilities.
SECTION 2. Resolution No. 86-480, Section 2, Subsection
III is amended to read:

E. Non-profit, youth-serving organizations located
permanently in and serving the Ci~ of San Bernardino are those
organizations whose principal purpose i8 to provide a service or
program to participants, generally under the age of 18, of which
at least fifty-one percent (51') reside in the City of San
Bernardino. Groups in this classification shall pay no fee for
use of outdoor athletic facilities and fifty percent (Sot) of the
stated rate for all other facilities and equipment.
F. A non-residency surcharge of ten percent (10'> for all
facility or equipment rentals, class registration fees, and
excursion fees, and a five dollar ($5.00) per non-resident player
surcharge for adults sports programs shall be charged.
G. The Mayor and Common Council may exempt non-profit
associations or corporations organized primarily for patriotic,
civic betterment or charitable purposes or any local civic or
charitable organization from the foregoing rates and fees

schedule for the use of park and recreation buildings and
facilities upon a finding that the rental fee would create a
financial hardship jeopardizing the activity or event planned for
such use and that the activity or event will be of unusual
benefit to the inhabitants of the City and should be supported
with public funds. The word 'local' as used herein is defined to
mean an organization whose membership is comprised of more than
fifty percent (50%) of City residents.-
