Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
submittal of a grant application to the US Department of Housing and Urban Development:
Economic Development Initiative - EDI Special Project for the amount of $500,000 for the
construction of the Verdemont Community Center at Al Guhin Park.
Background:
On November 1, 2010 the Mayor and Common Council approved resolution 2010-362
authorizing the Director of Finance to issue a change order for Purchase Order No. 303285 from
$36,400 to $86,660, for Transtech Engineers Inc. for the design of the Verdemont Community
Center. The increase in the contract amount for Transtech included additional design
responsibilities for the proposed project, completion of all environmental applications and
filings, and completion of a congressional grant application to the US government to help fund
the project.
Congressional grants are authorized each year in the annual US Department of Housing and
Urban Development (HUD) appropriation and accompanying conference report or congressional
record. Congress authorizes a specific level of funding to a designated grantee. to undertake a
particular activity cited in the appropriation or conference report. Only those entities designated
by Congress may apply for funds. Unsolicited applications are not accepted. Only the entity
named by Congress in each HUD Conference Report or congressional record for the relevant
fiscal year may apply for and receive EDI-Special Project grant funds. In Fiscal Year 09-10 the
City of San Bernardino received an invitation and application from HUD to submit for the
congressional grant.
Staff is proposing recreational improvements at Al Guhin Park located in the northern and
western most portion of the City. The Park is located within the Verdemont Community and is
designated a Community Park. Proposed improvements include a community center building, an
outdoor stage/amphitheater, two basketball courts, an improved parking lot, and associated
lighting, landscape, and irrigation improvements.
The HUD congressional grant request is for $500,000 to assist with the construction costs of the
Verdemont Community Center and related site improvements.
Financial Impact:
With the congressional grant award, funds for this project will be available in the Park
Construction Fee Fund - Grant Revenue account (Account No. 243-160-5504-7743-0025).

submittal of a grant application to the US Department of Housing and Urban
Development: Economic Development Initiative - EDI Special Project, copies of which
are attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as
though set forth at length; and
SECTION 2. If awarded, authorize the City Manager to accept the grant award
of $500,000 and direct the implementation of the construction and budget.

1.0 PROJECT DESCRIPTION
1.1 The Proposed Project
The City of San Bernardino ("City") is proposing recreational improvements at AI Guhin Park
("park") located in the northern and western most portion of the City. The Park is located
within the Verdemont Community and is designated a Community Park. Proposed
improvements include a community center building, an outdoor stage/amphitheater, two
basketball courts, an improved parking lot, and associated lighting, landscape, and irrigation
improvements. Together the improvements constitute the Project, which is known as the
proposed Verdemont Community Center Project ("project"). A further description of Project
details is provided below under "Project Description." The Project is being planned and
developed by the City's Department of Parks, Recreation, and Community Services.
AI Guhin Park is 28 acres. The Park can be divided into three distinct parts. The western
portion includes the picnic/lawn area of approximately 10 acres with one picnic shelter and 11
open-air picnic tables located throughout this portion. The middle portion is approximately two
acres and includes a gravel driveway, a maintenance yard, a public restroom building with an
attached concession stand, and an unmarked parking area at the entrance from Little League
Drive. The eastern portion is a soccer field known as the Blast Soccer Complex and is
approximately 16 acres used primarily for youth sporting events. For the purpose of this
document the western portion with the picnic area is known as the "Project Site" since all of
the proposed improvements are taking place in this portion of the Park.
Current AI Guhin Park attendance is approximately 30 persons per day on average with the
highest use on the weekends. Weekday attendance is approximately two to three persons per
day. On-site parking is available and off-site parking is available along the perimeter of the Park
and along Little League Drive.
1.2 Purpose and Need
Since the early 1980s, a community center building has been planned for AI Guhin Park at the
same time the Park changed its name from Verdemont Park to AI Guhin Park, named after a
prominent City Council man serving the City primarily during the 1960s. Mr. AI Guhin was a
supporter of youth sporting events.
The City has long recognized that its population is underserved in park and recreational facilities
based on parkland to population ratio considered desirable for attractive and healthy
communities. The 2005 General Plan contains a Parks and Recreation Element that emphasizes
the need to enhance existing park lands, acquire new parks as the opportunity arises, and to
assure that existing parks provide an important community asset to each neighborhood in the
City. Parks and recreational facilities are intended to serve as amenities to various geographic
regions of the City and also to provide an identity and source of pride. The General Plan lists a
hierarchy of park lands starting at the regional level ("regional parks") with at least 50 acres,

down to the community level ("community parks") at 15 to 30 acres serving an area one to two
miles surrounding the park, further down to the neighborhood level ('neighborhood parks") at
five to 15 acres serving an area one-half to one mile surrounding the park, and further down to
the sub-neighborhood level ("pocket parks") that are less than one-half of an acre.
The Verdemont Heights area was identified as in need of additional parkland to serve residents.
The proposed Verdement Community Center project helps in the City's aims to provide more
recreational facilities in the Verdemont Heights Plan Area.
2.0 PROJECT DESCRIPTION
2.1 City Profile
San Bernardino is a city located in and the county seat of San Bernardino County, California,
United States. One of the major cities of the Inland Empire region, it is the 18th largest city in
California, and the 99th largest city in the United States, with a population of 207,832 as of
2009. The city spans 81 square miles (210 km2). As of the 2000 census, there are 185,401
people, 56,330 households, and 41,120 families residing in the city. The population density is
1,217.2/km2 (3,152.4/mi2). Some areas, particularly north of downtown, have a density beyond
design capacity. There are 63,535 housing units at an average density of 417.1/km2
(1,080.3/mi2). 57.2% of the population are Hispanic or Latino of any race. 28.2% Non-Hispanic
White, 18.4% African American, 1.4% Native American, 4.2% Asian, 0.4% Pacific Islander, 27.1%
from other races, and 5.3% from two or more races. The median income for a household in the
city is $31,140, and the median income for a family is $33,357. The per capita income for the
city is $12,925. 48.6% of the population and 23.5% of families are below the poverty line. Out
of the total population, 36.2% of those under the age of 18 and 11.4% of those 65 and older are
living below the poverty line.
2.2 Location and Land Uses
Verdemont, also known as Verdemont Heights or Yerdemont, is a neighborhood located in the
Northwestern corner of the city of San Bernardino, California. The neighborhood contains the
city's minor league baseball stadium as well as the western little league headquarters.
Verdemont is located 9 miles (14 km) north of downtown San Bernardino in San Bernardino
County, California. Verdemont is part of the Inland Empire Metropolitan Area of California, the
3rd largest in the state, and the 14th largest in the nation.
The Project Site consists of the picnic area of AI Guhin Park. The Park is located at 3650 Little
League Drive in the northern and western portion of the City of San Bernardino. Project
improvements are clustered near the bend of the road within a grassy area about five acres in
size. A large statue of a young baseball player marks the main entry to the Park. An unmarked
parking area is located in front of a gated gravel driveway that bisects and divides the Park
between the picnic area to the west and the soccer field to the east. The Park is bounded by a
painted iron gate with evenly spaced pedestrian entry points. There are 11 picnic tables

scattered throughout the lawn area and one small picnic shelter. The topography of the Park is
relatively level. The Project Site slopes to the southeast at approximately three percent. The
Park is made up of San Bernardino County Assessor Parcels 0261-172-21 (15.35 acres) and
0261-172-17 (7.1 acres) for a total parcel acreage of 22.45 acres and is owned by the City of San
Bernardino.
The Park is bounded by Little league Drive to the south and west, Cable Creek Channel to the
north, and a grove of Olive trees to the east. Existing surrounding land uses include Interstate
215 Freeway to the south with industrial uses further south. A vacant, open space area is found
to the west over the freeway bridge that bounds the Park. The Western Regional Little league
headquarters office, ball fields, and parking lot are located to the north on the other side of
Cable Creek Channel. West of the Little league fields is a rural residential area largely
undeveloped. Further north is North Verdemont Elementary School. Also located to the
northeast is Chavez Middle School with its baseball field nearly abutting the Park on the other
side of the Channel. Single family housing is located to the north and east of the schools. A
large vacant property is located directly east of the Soccer Complex planned for commercial
uses.
The Park is located within the area making up the Verdemont Heights Area Plan, the only Area
Plan of the City's General Plan. The goal of the Verdemont Heights Area Plan is to create an
identifiable village that is both unique and includes an array of services and activities that serve
the area's residents. Through this Plan, the City hopes to aggressively pursue the acquisition
and development of parks and recreation facilities to satisfy the City's parkland requirement.
The Verdemont Heights Area Plan provides for more specific development guidance for 3,409-
acre area near the San Bernardino Mountains and the flood control channel make the area
sensitive to development. Cable creek receives a large amount of flow in the rainy and snow
melt seasons and is fed by the Meyers canyon and Meechan canyon creeks. The Area Plan
provides for higher density development in the lower elevations near Interstate 215 and very
low residential use in the hillside area, and open space near the San Bernardino Mountains and
open space area near Cable Creek.
The Park is designated as "Open Space" under the Foundation Component Plan, a broad
planned land use pattern of the City. The Park is designated as "Public Park" under the General
Plan land Use Map and is within the "Verdemont" district of the Strategic Area Map, providing
boundaries for targeted policies unique to each area of the City. For example, the Verdemont
district is within a hillside area subject to certain development restrictions to protect the
natural and aesthetic environment of the local landscape. The Zoning designation for the Park
is "PP" or "Park".
Major land features surrounding the Project Site include, California State University San
Bernardino and reclamations basins to the east, the San Bernardino Mountains and National
Park to the north, Glen Helen Regional Park to the west outside of the City boundary, and
industrial uses to the south along the rail lines.

2.3 Park Improvements
The Project consists of a series of site improvements clustered at the southwest corner of the
Park, near Little League Drive. This clustering allows for greater preservation of Park open
space, and locates noise producing features further away from school, recreational, and
residential uses.
Existing features of the Project Site are to remain. One picnic bench within the basketball court
footprint will be removed and relocated elsewhere on the Park. Five existing trees will be
removed. No off-site improvements are included.
The Project consists of the following new features:
1) Community Center Building. The Project centers around a community building with a
footprint 60 feet by 72 feet, or 4,300 square feet in floor area. The building will be constructed
out of portions of used modular building to be reconstructed on a concrete building pad.
Improvements to the reconstructed modular community center building will include internal
partition walls, restrooms, plumbing fixtures, and electrical wiring and features include outdoor
security lighting for the building. Architectural features will be added to the building to
enhance its appearance and may include wainscoting.
2) Outdoor Stage/Amphitheater. At approximately 20 feet to the west of the community
center building is the proposed outdoor stage, or amphitheater. The amphitheater has been
sited to direct sound away from recreational, school and residential uses toward Interstate 215.
The floor area of the stage is approximately 4,500 square feet with a concrete base and three
staggered backdrop concrete walls six feet high. No stage cover is proposed; however, a
temporary canopy may be used for some events.
3) Basketball Courts. At approximately 20 feet to the east of the community center building are
two proposed basketball courts. These are two full-courts and the floor area of both is
approximately 11,000 square feet.
4) Parking Lot and Lighting. A surface parking will be constructed providing 31 vehicle spaces
including handicap spaces. Storm runoff from the parking lot is directed to swales. The parking
lot will be lighted by five halogen lamps on poles. Separate in and out driveways will be
provided at each end of the parking lot and will be gated and locked at nighttime.
5) Landscaping and Irrigation. Three trees currently located within the footprint of the
basketball court and two trees within the footprint of the parking lot (five total) will be
removed. All other existing trees on the Park will remain. In addition to the remaining trees, 22
additional trees will be planted (11 Afghan Pine, 2 Crape Myrtle, and 9 California Sycamore).
Some of the trees will be planted without the root barriers while some will be planted with the
provision of root barriers. Apart from new trees, 22 different types of shrubs in different
quantities and of different sizes will also be planted. All new planting will be in close proximity

to the proposed Project features. The lawn will remain. Associated with the new landscaping
will be a new irrigation system.
6) Associated Features. The Project also includes an enclosed trash bin at the parking lot, new
water, sewer, and drainage lines, a fire hydrant, and drainage swales. A paved walkway is also
proposed winding around the proposed features.
2.3 Expanded Park Activities
With Project completion, expanded park and recreational activities will occur at AI Guhin Park.
However, Park operating hours will remain from dawn to dust and not change with Project
implementation. The parking lot and community center building will be locked and not
available for use after dark. The San Bernardino Department of Parks, Recreation, and
Community Services will program new activities while the facilities are expected to be made
available for private use on a rental basis. Additional activities at AI Guhin Park will generate
additional daily Park attendance as projected below:
Community Center Building. This facility is planned to provide recreational activities for all age
groups including classes, meetings, and workshops. Additionally, the center will provide a
staging area for events associated with the outdoor stage. The projected average daily
attendance at the community center is expected to be between 10 and 20 persons on
weekdays and 20 to 30 persons per day on weekends.
Outdoor Stage/Amphatheatre. The Stage is planned to be small to medium in size. Events
may include musical concerts, plays, and other various performing acts. Although electricity is
provided, no events are projected to occur after dark. Since there is no fixed seating, audience
members will be limited to lawn seating. The projected lawn seating capacity for a typical
event on the stage is projected to be about 250 persons. Events are projected to occur on
average twice a week, once during the weekday, and once during the weekend.
Basketball Courts. There are two basketball courts proposed. There are projected to be 10
players/spectators per day on average during the weekdays and 20 players/spectators per day
on average during the weekends.
