Synopsis of Previous Council Action:
On October 5, 2009, the Mayor and Common Council approved the establishment of
salaries for Fire Department Ranges P-5, P-6 and P-7, effective August 1,2009.
Recommended Motion:
1. That the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire
Chief), and P-7 (Fire Chief) be established, effective August 1, 2010.
2. Authorize the Human Resources Department amend Resolution No. 6429 to reflect
the above action.

Subiect:
Establishment of salaries for Fire Department Ranges P-5, P-6 and P-7, effective August 1,2010.
Back2:round:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached with Fire Management on
the 10 cities to be used for this year's calculation. The salaries ofthose 10 cities have been
averaged to determine the salaries for this year for Fire Management classifications.
The 10 cities agreed upon for classifications P-5, P-6 and P-7 are:
Antioch
Concord
Costa Mesa
Daly City
Garden Grove
Ontario
Pasadena
Salinas
San Buena Ventura
West Covina
Effective August 1,2010, the new monthly salaries are:

Using the top steps for comparison, the increases by position from 2010 are as follows:
Adding an annual average benefit rate of 33.81 % to reflect variable fringe benefit costs which
rise with salary, the total added costs for salaries and fringe benefits are $30,700. By comparison,
total Section 186 costs for this group in FY 2009/10 were $74,300.
Financial Impact:
The City's FY 2010/11 approved budget includes $1,300,000 million in General Government for
all Charter 186-anticipated salary increases. Fire Safety costs totaled $107,400, leaving a
remaining balance of$I,192,600. The amount of Charter 186 salary increases for Fire
Management totaled $30,700, leaving a remaining balance of$I,161,900.
Recommendation:
1. That the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire Chief),
and P-7 (Fire Chief) be established, effective August 1,2010.
2. That the Human Resources Department amend Resolution No. 6429 to reflect the above
action.
3. Authorize the Finance Director to amend the FY 2010/11 budget.
