Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on January 20, 1987, the
following recommendation was made:
The application for Change of Zone No. 86-25 was unanimously
recommended for approval. The Negative Declaration for environmental
impact was also recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental impact which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The applicant is requesting a change of zone from R-3-1200, t~ltiple Family
Residential to "T", Transitional District on two (2) parcels consisting of
a total of .25 acre.
2. The site under consideration is located approximately seventy five (75) feet
east of the centerl ine of Lugo Avenue on the northerly s ide of Fourth Street.
The two parcels involved are witnessed to one single family residential
structure per parcel.
3. Change of Zone No. 86-25 is being filed in order to facilitate additional
parking space for the expansion of the credit union facilities located to
the west, (across Lugo Avenue). On June 17, 1936, the Planning Commission
approved Change of Zone No. 86-12 which changed the zone from R-3-1200.
Multiple Family Residential to "T". Transitional on parcels located to the
immediate north and west of the site under present review which was also
intended to facilitate additional parking for the credit union.
4. Uses permitted within the Transitional District is addressed under section
19.20.020 of the San Bernardino Municipal Code which states in part:
"A" Uses permitted in the residential district which it abuts subject to
the regulating of that district.
"B" Automobile parking related and contiguous to a commercial district
subject to Commission review and approval.
Said project. is contiguous to commercially designated property to the west.
5. Existing land use and zoning is limited within the immediate vicinity. To
the north and west. a vacant field is evidenced with "T" zoning; to the
south. residential and Convnercial/Industrial uses with R-3. ~\.Jltiple Family
Residential and C-M. Commercial-Manufacturing zonings are apparent. Multiple
family residential units with R-3-1200 zoning is evidenced to the east. The
proposed "T" zone \llould serve to further separate the Commercial zoning
locdted to the west from the Residential aredS located to the east.
6. The City of San Bernardino General Plan designates the site as Multiple.
Family Residential-Medium to High Density. The proposed "T". Transitional
zoning is consistent with the general plan designation of r.1ultiple Family
Residential and is considered a buffer between the residential and the
commercial areas.
7. On December 18, 1986. the Environmental Review Committee at their regularly
scheduled meeting recommended a negative declaration be issued for Change
of Zone No. 86-25.
