STAFF REPORT
This committee consists of approximately twelve (12) members who represent
Intelligence Officers and/or Investigators working outlaw motorcycle gangs
worldwide. These members are selected on the basis of experience in work-
ing these type of criminal organizations within a general area of the U.S.
and Canada and also the willingness of the member's agency to participate.
As the problem of criminal endeavors by outlaw motorcycle gangs are now
international in scope and investigators attend the conference from all
over the world, it is therefore felt that the San Bernardino Police
Department will benefit greatly by having a representative from the
department attend this meeting.
Having a representative from the City of San Bernardino on the steering
committee will be good exposure for the City and an excellent opportunity
for Detective Covey. The cost to the City will be $652.00.

As instructed by Capt. Lewis, I hereby offer the following information
regarding the representation by myself, for the San Bernardino Police
Dept., on the International Steering Committee of the Outlaw Motorcycle
Gang Investigators.
This committee consists of approx. 12 members who repre$ent Intelligence
Officers and/or Investigators working outlaw motorcycle gangs worldwide.
These members are selected on the basis of experience in working these
type of criminal organizations within a general area of the U.S. and
Canada and also the willingness of the member's agency to participate.
Participation involves the representative attending one meeting of the
entire committee, at a chosen location, to set the agenda, arrange for
instructors and address the business of administering the annual Inter-
national Outlaw Motorcycle Gang Investigators Conference. And then
attendence at the conference is also required, however that is usually
budgeted for anyway.
As the problem of criminal endeavors by outlaw motorcycle gangs are now
international in scope and investigators attend the conference from all
over the world, I feel that the San Bernardino Police Dept. is being
commended by its being invited to participate. And in all honesty, I
feel honored that they offered the membership to us and I would consider
it an honor to represent this department and the Southern Calif. area
if it is agreeable with yourself.
