The California Organizing Committee for Hands Across America announced that
the California's share of the 12 million allocated by Hands Across America is
$1.2 mill ion for the purpose of assisting the hungry and homeless. The
California Organizing Committee has established an allocation formula that
follows the Hands Across America Domestic Grant Guidelines.
The California Organizing Committee for Hands Across America has selected
the Westside Drop-In Center as one of the potential sites within the City of
San Bernardino to assist with distribution of funds between May, 1987 and April,
1988. This department has prepared the attached application for $10,000 to
be administered through the Westside Drop-In Center. There is no additional
cost to the City to administer this program along with other public service
programs now being administered.
The center has served approximately 4,000 persons previously with funds from
the F.E.M.A. program. With funding requested on this application, a vital
service to needy citizens will increase and improve.
Recommend approval.
JUSTIFICATION FOR PLACEMENT ON THE SUPPLEMENTAL AGENDA
The Request for Proposals was received on January 21. Preparation of
the application with the required copies of City Financial Data was completed
on January 28, 1987. The RFP must be returned by mail to Hands Across
America, 236 Santa Cruz Avenue, Aptos, CA 95003 no later than February 13,
1987. Therefore, it is imperative that this request for authorization be
placed on the Agenda for the February 2, 1987 meeting.

1. INTRODUCTION
The California Organizing Committee for Hands Across America announces the availability of
funds for implementing projects in compliance with the Hands Across America Domestic Grant
Guidelines.
One of the primary goals of the Hands Across America event was to increase awareness of the issues
of hunger and homelessness in the United States in order to create momentum for further action in
communities throughout the country. The first step towards this goal was taken on May 25th. when
7. 1 million Americans held hands to show their concern and willingness to act on that concern.
Our strategy is to use both the Hands Across America funds and the goodwill of the American people
to develop and enhance broad-based partnerships aimed at alleviating the problems of hunger and
homelessness. In response to the Hands Across America guidelines. we have been D;landated to fund
immediate. medium term and long range projects. .
Therefore. we will fund programs that are demonstratL."1g trwuvativt or unusually effecti\'e ap-
proaches to the use of community resources. citizen involvement. and creative coalition building
among local and regional organizations and agencies.
The general thrust of the USA For Africa/Hands Across America Domestic funding Program was
proposed by a special Domestic Task Force. a group comprised of representatives from a wide
variety of local. regional and national organizations working on problems related to hunger and
homelessness.
This Request for Proposals (RFP) process was developed by an Organ.1z1ng Committee comprised of
providers and advocates who work with hunger and homeless programs throughout California.
2. FORMULA FOR ALLOCATING FUNDS
The allocation formula for the 50 states is based on a simple principle: states with the greatest
number of poor persons are in the greatest need of assistance and should get the most help from
Hands Across America. The sole added consideration is that states that raised money for the Hands
Across America event received a small bonus. in proportion to the amount of funds raised in each of
these states. The formula was developed by the Center on Budget and Policy Priorities in Wash-
ington D.C. California's share of the $12 m1ll1on allocated by Hands Across America is $1.2
million. The California Organizing Comm1ttee has established an allocation formula that follows
the Hands Across America Domestic Grant Guidelines.
2A. $500.000 will be distributed byway of this RFP by the followmgformula:
1) $125.000 to local direct services in the Sacramento. San Francisco Bay Area. San Jose, San
Diego. Los AngelesjOrange County metropolitan areas.
2) $125.oo0to local direct services for the balance of the state.
In each Direct Service category the maximum award will be $10.000.
3) $250.000 to support and enhance effectiveness of networks and coalitions to increase
direct service capaCity and to assist in broadening public understanding ofhomelessness
and hunger. For example. food buying coalitions. networking offoad banks ,j oint
location strategies for agency support. and technical assistance to regional shelter
coalitions. In the Coalition category the max:1mum award will be $50.000.

2B. $200,000 is eannarked for the development of regional or statewide p~ects to enhance
provider"s capacity for direct service delivery. For example, the Organizing Committee is
working with the California Food Network, the Los Angeles United Way and major
corporations to form a partnership to launch a trucking and dispatching service to increase
the volume of donated and surplus food received by food banks and food pantries.
2C. $500,000 is eannarked for a public education campaign to build broad based support for
promoting long term solutions to the problems ofhomelessness and hunger. Th.is effort is
being undertaken in accordance with the Hands Across America Domestic Grant Guidelines to
broaden public understanding about the nature, extent, causes and solutions to the problem.
The goal is to make hunger and homelessness unacceptable in America.
Initially, a public opinion poll will be conducted to measure Californian's att1tudes~bout the
issues and their willingness to support solutions. Existing local and regional studies will also'
be compiled to provide the first comprehensive view on the seriousness of the problem. A
pu blic campaign will then be designed with educational materials and actMties disseminated
for use by local programs and coalitions. This entire effort will build on local efforts that
enable individuals, especially recipients of services, cMc associations, religious groups,
businesses and corporations and elected officials to work together to find solutions to these
problems.
3, SELECTION CRITERIA
3A. ElltibUity
Applications will be accepted from any 501 (c)(3) provider of services to the hungry or homeless. or
to any coalition, partnership or association of providers of services or advocates for the homeless
and hungry. If you are not a 501 (c)(3) you must apply through a 50 1 (c)(3) fiscal agent.
3B. Selection Process
The California Organizing COmmittee has established the following selection process:
1) The selection committee is composed of nine persons. Five will be members of
the Organizing Committee who are not seeking HAAfunding. Four will be from
foundations who have extensive experience in review of proposals for social
service programs.
2) Preference will be given to applicants who help achieve an overall statewide balance of those
grantees assisted with these funds. The committee is very sensitive to the lack of proportionate
services ior many people in the population to be served, and especially welcomes applicants
with substantial involvement with these underserved groups: people of color, Native
Americans, seasonal farmworkers. women, people with disabilities, and young people.
Balance also will be sought between various urban and rural regions of the state. and types of
services, especially, innovative services to groups which are hard to serve. In evaluating
proposals, every section of this RFP is considered important.
Proposals will be rated and approved by the Selection Committee. These proposals will be
incorporated into the State Plan to be submitted to the USA for Africa Board of Directors.

No matching funds are required. However. if your organization has identified some potential
funding sources that might match these funds. please indicate the source and if you want assistance
from Hands Across America staff.
SECTION V. COALITIONS AND NETWORKING
Special consideration will be given to agencies who collaborate with other area agencies l1nk1ng
services to the hungry and homeless. or to small agencies that form an umbrella coalition to submit
a unified proposal for BAA funds. How do you coordinate services with other human seIVice
providers? In what networks and coalitions do you participate? Be very specific.
SECTION VI. EMPOWERMENT
To enable the empowerment of hungry and homeless people. an organization should be involving
them in the process of advocating for themselves and their families. Please describe how your
organization includes the hungry and/ or homeless in decision making in your program.

Narrative (covering sections III through VI)
The Westside Drop-In Center is a community services center operated .
by the City of San Bernardino. The center provides a wide variety of
readily accessible services to area residents.
In the a~ea of food, shelter and related services for the poor, the
center provides help with utility bills, food and emergency shelter
through Federal Emergency Funds (F.E.M.A.). The center has participated
in this program for the past 3 years and has received a total of
$33,998.00. The center has also provided Christmas baskets for the past
three years to poor persons and families. These baskets are made pos-
sible by donations from private citizens and businesses.
The assistance program has served approximately 4,000 persons in the pre-
vious funding cycles and with funding requested on this application, a
vital service to the hungry and homeless will continue. In the past the
center has provided food and motel vouchers; however, this year we will
be able to purchase bulk food because of available storage space within
the department.
The center works very closely with other private and public social ser-
vice agencies to ensure that resources are given to the needy and also
to avoid duplication of services. This program was developed as a direct
result of hungry and homeless persons and families coming into the center
seeking assistance. The number of persons and families seeking this
assistance continues to increase every year. Prior to the center's
F.E.M.A. funding the center was referring persons at least 5 miles out-
side of their immediate community to receive assistance. The majority
of these referrals were being given to women with small children and no
transportation.
This office plans to use the requested funds in the following manner:
$2,000.00 - to purchase bulk food items from discount markets and
food banks that require little or no preparation along with other
canned and dried food items. The items will be stored in the De-
partment storage area for distribution as needed.
$3,000.00 - for the purchase of one way discount bus tickets or
gasoline vouchers for persons stranded. Currently our center is
experiencing a growing number of persons and families coming to
the area on the promises of relatives and friends. However, once
they get here it's a different story. The relatives and friends
either put them out after a short stay or they have moved before
their arrival.
$5,000.00 - for the purchase of temporary shelter for the homeless.
Based on a person or families situation, shelter can be provided for
as little as one day or for a maximum of one month (30 days). An
average family of 4-5 persons can stay for 1 week at a rate of $3.00
per person per night.
Your consideration of this proposal will be greatly appreciated not only
by the center but by the persons that we service.

4. MONITORING PROCEDURES
Six months from the date of the award the grantee will be audited by mail and phone. The purpose of
this audit Is to determine if the project is accomplishing its goals and following its budgetary
comm1tments. The results of this audit will be presented in an overall. wrttten evaluation to the
Board of Directors. If serious problems are found. site visits and more intensive monitoring may be
required.
Hands Accross America staff will provide special public and media activities to publ1cally acknowl-
edge the success of stellar projects.

5. NATIONAL HANDS ACROSS AMERICA DOMESTIC GRANT GUIDELINES
The underlying goal of every activity listed below is to develop the capacity of locally based organi-
zations to help break the cycle of poverty. Ideally. each approach listed below will be covered in the
final statewide proposal for funding.
a.) To develop or enhance broad-based partnerships that will work together on hunger and
homelessness problems. an organization or an existing coalition should aim to involve as
many diverse sectors of the public as possible. Examples of poSSible partners include service
providers. grassroots organizations. business and community leaders. religious groups. prtvate
citizens. students. and community foundations: in short. any person or group with resources
and/ or an interest in taking action to reduce the causes and consequences of hunger and
homelessness.
b.) To provide immediate services for hungry and homeless people or for agencies that provide
direct services. an organization should be community based and can be a food pantry. soup
kitchen. food bank. community center. community medical cl1n1c. and so on. Since. even in
emergency services. a comprehensive approach has more value for the recipient. preference will
be given to service providers that offer intermediate. transitional or long term services as well.
c.) To enable the empowerment of hungry and homeless people. an organization should be
involving them in the process of advocating for themselves and their families. Ultimately.poor
people need to be key players (unless they are unable to do so) in making and implementing
decisions that are intended to improve their quality onife. This involvement can occur in many
ways. One example is to involve clients in project planning and implementation in a
meaningful way: other examples are providing educational workshops in life-skills training.
providing information about federal food and nutI1tion programs. and providing opportunities
for poor people to meet in groups to share information and ideas.
d.) Because people of color are disproportionately represented among the hungry and homeless.
preference will be given to applicants with substantial minority involvement. where minorities
are a significant part of the served population.
e.) Native Americans and migrant farmworkers are populations that sometimes go unserved or
underserved due to special factors: many Native Americans are isolated on reservations. and
farmworkers and their families tend to follow the availability of work from place to place.
Therefore. in those states that have these populations in significant numbers. funding request
should proportionately reflect the needs of these groups. A strong rationale must be given if this
requirement cannot be followed.
f.) To broaden public understanding about the nature. extent. causes and solutions of hunger and
homelessness. an organization or coalition can produce written educational materials. start a
public /media outreach project for new or existing groups. produce educational video or radio
programming. and so on.

g.) To enable the individual to feel confident in acting on these problems. and to 1n1tlate and
nurture citizen involvement in local and statewide efforts. an organization can become a
catalyst for any number of local hunger or homelessness actMties that involve people directly.
Examples are to organize participatory ongoing actMties for students of all ages such as
volunteer days and food drives: involving people from sectors previously not as involved. such
as an association of business people who adopt a local program: old fashioned block- by-block
organizing in a poor neighborhood around a problem that 15 keyforrestdents; and brtnging a
Carmer's market into a low-income neighborhood.
h.) When governmental or societal structures are not able to be responsive to the needs of the
hungry and/ or homeles people they serve, organizations may endeavor to identify appropriate
local or statewide strategies to call for needed changes atmed at breaking the cycle of poverty.
1.) Many policies offederal. state. and local governments directly affect the ability of hungry and .
homeless people to get either'the short term help they need to 1mmediately alleviate their
suffering. or the intermediate or transitional help they need to move out of poverty.
Organizations that can monitor or track these policies. that can get the word out to the public
about them. or provide helpfultnfOrmaiton to elected officials can playa vital role in helping to
make positive. needed changes in such policies.
j.) To implement new ideas wherever possible and appropriate, groups can be l1m1ted only by the
imagination. Not only should new approaches be examined, but new twists on old. tested ideas
should be looked at. Examples of new ideas or tested theories with new twists might include a
-junior business kid" group project that enables kids to learn entrepreneurial skills while
learning to depend on each other for mutual support; the development of an economic coop - a
sort of neighborhood credit union - for smaIl business projects; or the startup of chlldcare
coops,job-sharing. community gardening. direct producer-te-consumer marketing. and so on.
k.) Because of the support of the public and the partidpation of celebrities, corporations and the
media in USAFA/HHA activities to date. special opportunities may exist to leverage local funds
by pursuing in-kind and matching dollar grants. Thought should be given to taking advantage of
these opportunities by emerging partnerships developed duirng the organizing phase.
1.) To encourage. support. or enhance greater effectiveness within organizations, evaluative
mechanisms should be developed to gauge progress offunded organizations. Examples of such
mechanisms include tested procedures, such as periodic reports and/ or site visits. and
innovative procedures such as an ongoing video recording of a group's work or the chronicling
of a grassroots organizing effort by a low-income participant. or an exchange ofv1sits among
s1m1lar projects from around the state or countIy.
