HARDGRAVE Subject: Confirmation of Authorization to Expend Funds Generated from Increased Rents for RDA, CD and Water Departments -- Maintenance & Remodeling of Various Publ ic Buildings Dept: Public Works/Public Buildings Date: 1-26-87 Synopsis of Previous Council action: 09-08-86 Resolution No. 86-360 adopted authorizing execution of a lease with RDA relative to lease of space in City Hall. 09-22-86 Resolution No. 86-383 adopted authorizing execution of a first amendment to lease Agreement with Water Department for lease of office space in City Hall. 12-08-86 Report of the meeting of the Legislative Review Committee of 11-18-86, recommending that Public Services remain in their area and RDA move to 4th Floor; and that a separate fund be established from rents received for future floor maintenance. Recommended motion: That authorization to expend the revenue deposited into the Public Facility Renovation Fund, from the increased rents for office space occupied in City Hall by the Redevelopment Agency, Community Development Division, and Water Department, for maintenance and renovation of various public buildings as deemed necessary, be confirmed. cc: Ray Schweitzer Warren Knudson Wayne Overstreet Contact person: Roger G. FOR COUNCIL ACTlvN STAFF REPORT The rental rates for office space, leased by the Redevelopment Agency, Water Department and Community Development Division were increased by $1.25 per square foot, effective 11-1-86. It is estimated that these increases will generate $134,217 in additional reveAue during the portion of the 1986/87 Fiscal Year that will be in effect, and $196,758 per year thereafter. It has been determined that the first facility to be renovated will be the City Hall. At the Legislative Review Committee meeting of 12-08-86, a plan was discussed to finance the cost of renovation, which exceeds the year-to-year additional revenues by obtaining a loan from the Redevelopment Agency. Maintenance of public facilities is normally one of the first items to suffer during budgetary reductions. These reductions result in necessary maintenance and renovations being deferred. This, ultimately, leads to deteriorated public buildings and office spaces that are not functional. In order to provide a guaranteed source of revenue for this function, a separate fund, known as the IJpublic Facility Renovation Fund," was established. The revenues received from the increased rental rates will be deposited into this fund and expended on maintenance and renovation of public facilities as deemed appropriate. .
