At the last regularly scheduled City Council Meeting held on
January 5, 1986, the ACTING City Administrator was directed
to review the recommendations of the Parks, Recreation and
Community Services Director and specifically give the Mayor
and Council his recommendations.
Recommendation #1 - Reassign All Major Irriqation Work to the
Water Department
The ACTING City Administrator does not agree with the con-
sultant in this matter but concurs with original
recommendation of Annie Ramos and will assure the Mayor and
Council that all major irrigation construction work will be
bid out as a City construction job. All other work within
the parks and public areas will remain the responsibility of
the park maintenance personnel.
Recommendation #2 - Contract for Park and Landscape Mainten-
ance Services at Selected sites.
The ACTING City Administrator concurs with recommendation of
the consultant and the implementation recommendation of Annie
Ramos and will be giving the Council a listing of contracts
with the 1987/88 budget.
Recommendation #3 - Reduce the Number of Park Maintenance
Supervisors.
The ACTING City Administrator concurs that the one Park
Maintenance Supervisor position that has been frozen should
not be filled as ~ Park Maintenance Supervisor. (Please see
additional comments at the termination of this memo.)
Recommendation #4 - Require Leadworkers to Perform Supervi-
sorv and Park Maintenance Duties.

the consultant and the implementation plan of the Director

system (after proper supervisory training

Recommendation #5 - Assian Park Maintenance Rovina Crews to
Non-Overlapping Geographic Areas.
The ACTING City Administrator concurs with the recommendation
of the consultant and the implementation plan of the
Director. The Director has already placed Recommendation #5
into operation.
Recommendation #6 - Reassiqn Leadworkers to Mowinq Crew
The ACTING City Administrator by a copy of this memo is
requesting the Personnel Director perform a job audit on the
Mowing Crew Leadworker who has been intermittently assigned
to the Park Shop. It would appear that there is a position
needed because of certain required duties that could be
performed by a lesser paid employee, thereby freeing the
Leadworker to accomplish his originally assigned job. I
would expect that this audit be performed in time for review
by the Mayor and City Council at the fiscal 87/88 budget
adoption.
Recommendation #7 - Improvinq Mowinq Crew Productivity

Recommendation #10 - Reduce Staffinq Levels of Full Time
Recreation Division Personnel.
The ACTING City Administrator concurs with the Auditor and
Director and feels that the staffing levels of full time
Recreation Division Personnel will be reduced through
attrition. In the future, the programs should be re-
instituted on a fee basis, and a special events budget
adopted by the Mayor and Council for the hiring of additional
personnel.
Recommendation #11 - Institute Flex Schedulinq for All Full
Time Personnel.
The ACTING City Administrator concurs with the Auditor and
Director in this matter. The matter has been implemented by
the Director.
